The Knesset Security and
Foreign Affairs Committee
rejected an appeal by De-
puty Premier Yigael Yadin
against two new settle-
ments in Samaria.
The decision, easily
passed, partly thanks to the
support of key alignment
Knesseters, ended Yadin's
bitter confrontation with
Agriculture Minister Ariel
Sharon.

Knesseters, Yigal Allon,
Yitzhak Rabin, Adi Amorai,
Yehezkel Zakai and Amos
Hadar, supported the set-
tlement in Reihan.
They explained that the
previous government
had already decided to
establish that settlement.
However, they voted
against Dottan Two. Co-
alition Knesseters voted
in favor of both settle-
ments.
Last week, Yadin charged
that Sharon mislead the
government by establishing
new settlements, contrary
to an earlier decision
merely to "expand" existing
settlements. The argument
with Sharon developed into
a bitter personal conflict be-
tween the two ministers,
with Yadin walking out of
last week's Cabinet session
in demand for an immediate
discussion of the issue.
The discussion ended
when Yadin was given the
right to appeal the estab-
lishment of the new settle-
ments. Only the three
Democratic Party ministers
voted in favor of the appeal.
Foreign Minister Moshe
Dayan abstained.
In a related issue, the
Supreme Court rejected
the appeal of the
mukhtar of the Arab vil-
lage of Anata against the
establishment of the sec-
ond Maale Adumim set-
tlement on the eastern
outskirts of Jerusalem. -
The judges — Itzhak Ka-
han, Miriam Ben-Porat and
Meir Shamgar — ruled that
the appeal was phrased in a
"misleading" fashion, and
saw no reason to approve an
injunction against the sei-
zure of the land there.
The appeal claimed that
the state had seized some
1,750 acres privately owned
for the purpose of the new
settlement. But the state
argued that only 750 acres
were seized — all state-
owned. Only a small 60-acre
plot was privately owned,
said the counsel for the
state, but there was no in-
tention to seize it.

PLO Role in Middle East Talks

At the insistance of Dutch
Foreign Minister Christoph
van der Klaauw and West
German Foreign Minister
Hans-Dietrich Genscher,
the Foreign Ministers of the
European Economic Corn-
munity (EEC) meeting in
Dublin refrained from ex-
tending political recogni-

tion to the Palestine Libera-
tion Organization as a
rightful partner in the Mkt-
dle East peace talks.
A statement by the minis-
ters regarding the PLO,
proposed by France and
Italy, has been shelved for
the time being. But it is ex-
pected that the EEC minis-
ters will again consider this

proposal when they. meet in
New York City at the open-
ing of the United Nations
General Assembly this
week.
Van der Klaauw and
Genscher stressed that now
is not the time to politically
boost the PLO by recogniz-
ing this organization as a
partner in the peace talks.
