Appeals Heard for Religious Needs of Jewish Prisoners
WASHINGTON (JTA) —
The United States Civil
Rights Commission was
told at hearings here by
spokesmen for Jewish
organizations that there
should be greater sensitiv-
ity on the part of prison offi-
cials to the religious needs
of Jewish inmates.
The spokesmen were De-

can Jewish Congress.
The Civil Rights Com-
mission serves as a national
clearing house for civil
rights information, sponsor-
ing national and regional
conferences and consulta-
tions as part of its fact-
gathering functions.
The problem of reli-
gious discrimination
against minorities in em-
ployment was a principal
theme of the first day of
the hearings on April 9.
Problems of prison in-
mates of minority groups
was discussed at the sec-
ond day on April M.
Stern indicated there was
general agreement that
prison administrators are
now more sensitive to the
religious _rights of inmates,
including Jews. Much of the
discussion centered around
the Jewish dietary laws, but
attention was also given to
questions of the Sabbath
and holy days and to insen-
sitivity and a lack of under-
standing, intentionally or
unintentionally, of prison
officials, particularly
guards, Stern said.

their failure to accommo-
date such prisoners as much
as they would like.
Several Commission
members suggested during
the discussion that one solu-
tion might be to transfer
prisoners of one religion
either to one prison or to one
section of a prison to
minimize the problems, in-
cluding security and
classification difficulties.
Stern responded that
the American Jewish
Congress was vigorously
opposed to such plans,
asserting that religion
should be irrelevant in
the operation of govern-
ment programs. He also
contended that such a
plan would deny to the
segregated inmates the
full benefits of services
available within a prison
system.
Lifshitz contended that
the issues of special diet,
waivers of personal appear-
ance rules, and holy day ob-
servances for minority
group prisoners,must not be
viewed, as they now often
are, as variations from the
norm.
Rather, he told the com-
mission, the question is
whether all prisoners will
be treated equally in the
sense that all will be
allowed expression of their
religious needs.
Testifying as a member of
a panel on employment dis-
crimination, Rapps said one
of the basic problems for
religious minorities is that
their needs are "widely
misunderstood" in the gen-
eral community.
The COLPA spokesman
participated in the hearings
as a representative of the
Orthodox Jewish commu-
nity, on behalf of Agudath
Israel of America, the Na-
tional Council of Young Is-
rael and the Union of Or-
thodox Jewish Congrega-
tions.
Israel eipects to produce
five million tons of minerals
annually by 1982.

in Argentina Jail
NEW YORK (JTA) —
The Anti-Defamation
League of Bnai Iirith pro-
vided details about one of
the Jewish prisoners in
Argentina.
The ADL said its list of
approximately 1,000
Argentine Jews consists of
both those who have disap-
peared and those whom the
government acknowledges
it is holding in prison.
About 60 percent of those on
the list have disappeared,
the .ADL said.
_ The Jewish defense
agency said that Jaime
Lokman, the auto dealer
who was, arrested on the day
of the coup, March 24, 1976,
was held incommunicado
for more than 2 1/2 years in
the penitentiary of Cordoba
province. He, like other
political prisoners in that
province, was permitted to
see his family only one day a
year and no mail was per-
mitted.
At the end of 1978, he
was transferied to Sierra .
Chica prison in the prov-
ince of Buenos Aires, suf-
fering from a heart ail-
ment and in danger of be-

coming paralyzed.
Although no charges
have been made against
Lokman and both tire
United States and Israel
have offered visas to him,
the Argentine government,
on March 31, ruled against
a habeus corpus appeal filed
by Lokman's wife, Judith,
the ADL reported.
In rejecting the appeal,
the government contended
that although his alleged
"links with terrorism"
might not be judicial
grounds for conviction, he
was nevertheless consid-
ered to. be "dangerous."
