President's Visit
Brings Hope
It is mid-afternoon on the
third and final day of Israeli--
President Yitzhak Navon's
recent visit to Tel Aviv's
Hatikva Quarter. Shoshana
and Yaacov Abutbul nerv-
ously await a visit from the
president.
The Hatikva Quarter is
commonly accepted as the
most distressed neighbor-
hood and the single largest
depressed area in the entire
state of Israel. It is one of the
firstpriority neighborhoods
in the Project_ Renewal pro-
gram. The quarter is home
to 20,000 people, who live in
an area with few commu-
nity facilities and even
fewer social resources.
The Abutbuls know
exactly what they want to
tell Navon. They will talk
about living with their 19-
month-old son Yaniv in a
single room with a leaky
ceiling and falling plaster
which forces Yaniv to sleep
in their bed. This is their
home: a painfully cramped
place with insects, rusty
plumbing, and only a thin
plywood door separating
them from the bedroom of
their neighbor.
The Abutbuls paid IL
12,000 ($600) for the
house, 'three years ago.
Their initial rent of $45. a
month has since been
raised to $100.,. In a good
month Yaacov earns
$200, working for his
father in a small food
business.
Both Mr. and Mrs. Abut-
. bul agree they would not
have married had they
known they would be living
in such conditions. Though
obviously proud of their
baby, neither of them wants
more children. Still, they
are young and inclined to
hope, especially with the
president of Israel coming to
their home.
The Abutbuls tell Navon
that they don't expect an in-
stant solution. They are
willing to work to make it
happen. As they talk, a new
energy seems to be gener-
ated. The hesitancy, doubt
and discouragement in the
young couple's faces seems
to dissipate. A three-day ac-
cumulation of fatigue seems
to leave the president. He
joins in; the talk becomes
animated and is shared by
all.
The Abutbuls hear
about plans, not just
promises. The changes
won't come all at once,
but things will begin to
happen soon. A day care
cenrter for Yaniv, so Mrs.
Abutbul can go to work
and bring in some
needed, extra money. A
few basic repairs for the
apartment, until new
housing can be planned
and implemented and a
trained social worker or
a paraprofessional for
the community center.
Navon's visit to the Abut-
bul residence has been only
a part of his itinerary. Dur-
ing his three days in the
quarter, the president has
mingled with its inhabi-
tants so that he may truly
comprehend their hopes and
needs. He has talked with
them, been invited to meals,
attended a high school
English class and even
spent a night in one of their
houses.
