The Granting of a Visa to PLO official
for a Tour of the U.S. Stirs Controversy
NEW YORK (JTA) —
Two major Jewish organiza-
tions sharply criticized the
State Department for grant-
ing a visa to Shafik Al Hout,
a top official of the Palestine
Liberation Organization to
tour the United States for
three weeks to promote PLO
ideas at several university
campuses.

after PLO chief Yasir
Arafat vowed to "chop off'
the hands of President Car-
ter, Premier Menahem
Begin of Israel and
President Anwar Sadat of
Egypt for having concluded
the Israeli-Egyptian peace
treaty, "can only lead the
PLO to conclude that ex-
tremist threats and perhaps
even violence pay divi-
dends."
Phil Baum, associate di-
rector of the American
Jewish Congress, termed
the State Department's ac-
tion a "clumsy act" which
"can only confuse and
undermine" the "sense of
security in the objectivity
and impartiality of the
U.S."
He added that the act
"cannot but help burden
the peace process and
endanger the successful
working out of relations"
between Israel and
Egypt. Baum noted that
the Department's act
"must be viewed as a
serious erosion in the an-
nounced U.S. position not
to acknowledge or deal
with the PLO in any
form."
Al Hout was granted a
visa, cleared by Secretary of
State Cyrus Vance, on the
grounds that under the
McGovern Amendment
visas will not be withheld
unless the United States
government can prove that
the individual constitutes a •
threat to the U.S.
The State Department
explained that it was grant-
ing Al Hout .a visa because
he belongs to an element in
the PLO that allegedly op-
poses terror.
Al Hout is in the United
States for three weeks to
promote PLO ideas, on the
invitation of groups at four
Ivy League universities and
the Chicago Council for
Foreign Relations.
Groups at Harvard,
Columbia, Yale and
Princeton, as yet uniden-
tified, invited him.
In another development
here, the House of Repre-
sentatives voted down 222
to 175 a motion by Rep.
William Harsha (R-Ohio) to
cut all aid to members of the
Organization of Petroleum
Exporting Countries. In
addition, $45 million in
economic aid for Syria proj-
ected by the Administration
may be eliminated.
Rep. William Broomfield
(R-Mich.), the ranking
minority member on the
House Foreign Affairs
Committee, told the House
that "Syria played a major
role in stimulating obstruc-
tion" to the Camp David ac-
cords and the Israeli-
Egyptian treaty.

High-Level Contacts
JERUSALEM (JTA) —
Egyptian Vice President
Hosni Moubarak told a
Maariv correspondent in
Cairo that Premier
Menahem Begin's visit to
Egypt was the first of many
expected contacts between
Egyptian and Israeli high-
level officials.
"Prime
Minister
Menahem Begin's visit to
Cairo constitutes the first
stage of high level contacts
between Israel and Egypt
which can be expected in the
future," Moubarak said.
"Their objective is twofold:
to activate the peace
agreement betweeen Israel
and Egypt and to lay the
groundwork for autonomy
in the Gaza Strip and the
West Bank."
The vice president
stressed that during Be-
gin's visit, the Egyptians
and Israelis exchanged
many "constructive"
ideas about the im-
plementation of au-
tonomy. He added that it
was best to leave aside
the harsh response of the
other Arab states to the
Egyptian-Israeli peace
negotiations, at least for
the present, noting, how-
ever, that "You have no
reason to be worried by it
because we ourselves are
not concerned."
He said in that connec-
tion, "We are used to such a
situation, and we do not fear
the response of other Arab
states." Moubarak listed
the various agreements and
steps taken by the Egyp-
tians in the past to which
the Arab world had voiced
opposition. "We are fortu-
nate that Egypt is presently
led by a great and courage-
ous man," he said.
