U.S. to Harden on Israel Aid If Treaty Signed With Egypt.

for military purposes and
the rest for civilian projects.
These sums represent the
regular annual financial
assistance Israel receives
from the U.S. However, the
main bargaining will be
over the special assistance
Israel has requested in con-
nection with the implemen-
tation of the Camp David
agreements. Israel's latest
request in that category
alone involves $3 billion.
The Israelis have dropped
the sum of $300 million they
initially asked to pay for
removing the Israeli set-
tlements from Sinai. The
Americans made it quite
•clear from the start they
were unlikely to finance the
removal of settlements the
very founding of which they
had opposed.
A recent memorandum
submitted to the U.S.
specified that $2.25 bil-
lion was required to build
new military airfields in
the Negev. The rest will
go toward the purchase

JERUSALEM (JTA) —
Senior treasury officials are
preparing for tough bar-
gaining over American fi-
nancial support for Israel
after • a peace treaty is
signed with Egypt.
Amiram Sivan, director
general of the finance
ministry, will leave for the
United States in two weeks,
accompanied by a. senior
representative of the de-
fense ministry to follow up
the talks with Defense Sec-
retary Harold Brown.
,Israel reportedly - suc-
ceeded in obtaining Ameri-
can agreement to finance
part of the costs of the ex-
pected withdrawal from
Sinai and redeployment of
forces in the Negev.
The U.S. currently is of-
fering Israel the same fi-
nancial assistance it has
offered in the past fiscal.
year — $1.785 billion. Of
this amount, $1 billion is

balance for civilian pur-
poses.

which is inferior strateg-
ically to the Sinai penin-
sula. But here, too, there
is a different American
view.
The Americans repor-
tedly estimate the costs of
the new airfields in the
Negev at not more than $1
billion. Israel claims that
this does not take into ac-
count the infrastructure in-
volved in the new building.
In effect, Israel's economic
planners say, Israer will
have to build in the Negev
in three years an entire
military system which was
built in the Sinai over a
period of 11 years.

Israel Planning
Energy Program

TEL AVIV (JTA) — The
Israel Defense Ministry has
begun planning an energy
conservation program that
will take effect nationally
later this year.
Defense Minister Ezer
Weizman issued orders for
an immediate eight percent
reduction in the use of fuel
by the defense establish-
ment.
Energy-saving measures
will also be instituted by the
Ministry of Energy and In-
frastructure. Daylight sav-
ing time will be introduced
in April. The ministry is ex-
pected to issue orders ban-
ning the use of private
motor vehicles one day a
week.
The most drastic measure
planned is a steep hike in
the already high •price of
gasoline which is expected
to give motorists pause be-
fore taking unnecessary
trips.

longer pay income tax on his

ported.
For *he last six years,
since he applied to emi-
grate in 1972 and was
fired from his post at an
electronics institute,
Brailovsky had paid
taxes on earnings from
his tutoring. Now he has
been told he can no
longer tutor because he
has no formal training as
a teacher. He does, how-
ever, hold a Doctor of
Science degree in
cybernetics.
In a related development,
Larissa Vilenskaya, a 30-
year-bld Moscow activist,
has been given an exit visa.
Meanwhile, Avital
Shcharansky, wife of pris-
oner of conscience Anatoly
Shcharansky, has arrived
in the U.S. for a speaking
tour under the auspices of
the Union of Councils for
Soviet Jews, with the coop-
eration of the Student
Struggle for Soviet Jewry.
She will also consult with
scientists and legislators.
Mrs. Shcharansky's visit
comes on the eve of the sec-
ond anniversary of her hus-
band's arrest, and she seeks
to renew American efforts
for his release.

Hebrew Schools
Form Commission

NEW YORK — A Na-
tional Commission on Per-
sonnel Practices for Hebrew
Day Schools has been
formed by Torah Umesorah
to develop a code of practice
for the Hebrew day school
movement, which will
"enhance professional
standards and provide bet
ter working conditions" for
Hebrew day school adminis-
trators and teachers.

Abe Cherow, Says:

Another debate is ex-
pected over the ratio be-
tween loans and grants in
economic assistance from
the U.S. Premier Menahem
Begin said during his last
visit to the U.S. that Israel
did not expect grants,
merely loans. But the gov-
ernment apparently had
second thoughts and Israel
now insists that a greater
part of the assistance be in
the form of grants.

Soviets Harass Brailovsky;
Avital Shcharansky in U.S.

NEW YORK (JTA) —
Soviet officials have indi-
cated to embattled cyber-
neticist Victor, Brailovsky
that they will give him to
the middle of March before
instituting "parasitism"
charges against him, ac-
cording to the National
Conference on Soviet Jewry
(NCSJ).
Brailovsky, who is an
editor of the "samizdat"
(underground) journal,
"Jews in the USSR," and
host of an internationally
known weekly scientific
seminar, relayed this in-
formation in a telephone
conversation with NCSJ
associate director Myrna
Shinbaum.
