The Americans made it quite •clear from the start they were unlikely to finance the removal of settlements the very founding of which they had opposed. A recent memorandum submitted to the U.S. specified that $2.25 bil- lion was required to build new military airfields in the Negev. Israel Planning Energy Program • TEL AVIV (JTA) — The Israel Defense Ministry has begun planning an energy conservation program that will take effect nationally later this year. Defense Minister Ezer Weizman issued orders for an immediate eight percent reduction in the use of fuel by the defense establish- ment. Energy-saving measures will also be instituted by the Ministry of Energy and In- frastructure. Daylight sav- ing time will be introduced in April. The ministry is ex- pected to issue orders ban- ning the use of private motor vehicles one day a week.
