Lehrman Memorial Lec-
ture. Founded to further
honor the memory of the

Eugene Borowitz, will

WASHINGTON (JTA) —
The U.S. State and Com-
merce Departments are in-
vestigating "all possible
routes" by which Rhodesia
recently
obtained
American-made
Bell
helicopters of the typo sold
to Israel, but thus far no
evidence exists that Israel
has contravened its pledges,
the State Department said.
Transfer of such equip-
ment to Rhodesia by either
American companies or in-
dividuals or by them
through foreign entities,
violates U.S. regulations is-
sued in view of United Na-
tions sanctions against
Rhodesia, the Department
said.
Responding to questions
last week about the trans-
fer, Department spokesman
Thomas Reston said the
U.S. had reports from
sources he did not identify
that those helicopters be-
longed to Israel, but, he
added, "up to this point
there is no evidence Israel
has permitted the transfer
of those aircraft in violation
of its undertakings."
Reston said that "Israel
did sell some" Bell air-
craft to an American
commercial firm. "As far
as we know," he added,
that sale was "in accord-
ance with U.S. require-
ments."
He said he could not pro-
vide the company's name
because the Commerce De-
partment considers that to
be "proprietary informa-
tion." He indicated that the
helicopters were trans-
ferred to Asia but he could
not say where or to whom.

Project Renewal Agreement OK
Tin, AVIV (JTA) — Proj-
ect Renewal, the joint pro-
gram involving the Israeli
government, the Jewish
Agency and world Jewry
aimed at rehabilitating 160
slum neighborhoods in Is-
rael comprising some
45,000 poor families, was
given the official go-ahead
last week in an agreement
reached between Deputy
Premier Yigael Yadin and
Jerold C. Hoffberger on be-
half of the Jewish Agency.
Hoffberger, who heads
the international commit-
tee for Project Renewal, said
at a press conference that
the agreement clearly rec-
ognizes the partnership
which exists between the
government of Israel and
the people of Israel, the
Jewish Agency and Dias-
pora Jewry.
The Project's total budget
is $1.2 billion, of which $600
million is to be provided by
world Jewry and $600 mil-
lion will be matched by the
Israeli government. Accord-
ing to last week's agree-
ment, the interministerial
committee set up by the
government and the Jewish
Agency for Project Renewal
will establish a committee
of directors general of var-

and Jewish Agency de-
partments.

Israel is not Taiwan, Pre-
mier Menahem Begin com-
mented briefly when asked
by foreign correspondents
in Jerusalem to draw the
conclusions of the present
crisis in the Taiwan-U.S. re-
lations.
Begin refused to go into a
deeper analysis of the issue,
but his brief comment was
noted as quite different
from the early reactions by
a number of Cabinet minis-
ters. Those ministers were
quoted as saying that Israel
should learn from the
Taiwan experience the
value of American interna-
tional commitments.
