Canadians Launch First Legal
Appeal for Jailed Shcharansky

MONTREAL (JTA) —
The first legal" appeal on be-
half of imprisoned Soviet
Jewish activist Anatoly
Shcharansky was launched
last month in Ottawa.
A 1,000-page document
containing material rebut-
ting evidence given against
Shcharansky at his trial in
Moscow was delivered to the
Soviet Embassy. The - docu-
ment, which was accepted
by an embassy official, was
addressed to the
procurator-general of the
Soviet Union.
Irwin Cotler, a professor
of law at McGill University,
who is representing Avital
Shcharansky and in whose
name he delivered the
document, told a press con-
ference in the capital that
the document is an appeal to
the Soviet Union to over-
turn the court's decision be-
cause there were at least 40
major violations by the
USSR of its own constitu-
tional, criminal and pro-
cedural laws during the
proceedings. ,-
Cotler, who appeared
at the press conference
with Mrs. Shcharansky,
said he was under no illu-
sion that the Soviet Union
would respond to the
document_ but hoped that
the evidence placed be-
fore the "court of public
opinion" , would, increase

pressure on Moscow to
reverse the 13-year jail
and prison camp sen-
tence and free
Shcharansky.
Mrs. Shcharansky, who
has many relatives in
Canada, met with several
government- officials, in-
cluding Justice Minister
Otto Lang and Multicul-
turalism Minister Norman
Calik and Prime Minister
Pierre Elliott Trudeau.
The Prime Minister as-
sured her that Canada has
renewed its offer to the
Soviet Union to grant im-
migrant status to
Shcharansky if he is re-
leased and permitted to
emigrate to Canada.
Meanwhile, the Jewish
Community Information
Council will make avail-
able free copies of the
"Next Year in
Jerusalem" message
made by Russian Jewish
activist Shcharansky be-
fore he was sentenced in
a Moscow court.
For free copies of the
statement, send a stamped,
self-addressed envelope to:

Peace Now Movement Asks
for Begin, to Show Flexibility

TEL AVIV (JTA) — At
least 50,000 Israelis
marched and sang in Tel
Aviv Saturday night in a
massive dethonstration by
the Peace Now movement to
urge Premier Menahem
Begin to show flexibility at
the Camp David summit
meeting.
In Jerusalem, several
hundred ultra-Orhtodox
Jews led by Rabbi Uri Blau
attacked busloads of Peace
N9w advocates Saturday af.
ternoon as they prepared to
leave for the peace rally in
Tel Aviv.
It was reported,- mean-
while, that a number of re-
serve officers among the 100
who signed a letter two
weeks ago declaring. that
they would refuse to guard
settlements on the West
Bank and Gaza Strip, have
apparently changed their
minds.

closed number of the re-
servists stating that they
"will obey every order"
from their military
superiors while on re-
serve duty.

created a furor in Israel,

against Premier Begin's
settlement policies.

Al Aqsa Mosque
Renovation Hit

JERUSALEM -(JTA)
The head of the Moslem
Supreme Council in East.
Jerusalem; Sheik, Filmi
el-Muhktasib, declared in a
public manifesto that the
Egyptians do not have the
authority to renovate the
Al-Aqsa Mosque in the Old
City. He also criticized the
Egyptians for coordinating
their activities with
Jerusalem on the issue.
The sheik noted that the
Moslem Supreme Council is
the sole authority which can
make decisions on renova-
tions of this sort, and added
that a committee is pre-
sently investigating the
matter.
The sheik's declaration
followed publication of the
Egyptian decision to send'
architects to Jerusalem to
begin planning of renova-
tions in the mosque.

the summer of 1978, reports
from the USSR indicate
that many of those who
have been imprisoned since
as far back as 1976, are suf-
fering severe physical ail-
ments due to the primitive
prison conditions in the
Soviet gulag.
Reports reaching the Na-
tional Conference on Soviet
Jewry (NCSJ), indicate that
POC's Hillel Butman, Wulf
Zalmanson, Leib Knokh,
Boris Penson, Eduard Kuz-
netsov, and Anatoly
Altman, are suffering from
severe digestive and heart
disorders, due to the lack of
nourishment in their diets,
as well as cardio-vascular
difficulties due to the harsh
prison regime.
At the same time, it was
learned that the mother-
of POC Iosif Mendelevich
was refused a visit with
her son, prior to taking
her husba
nd's coffin to
Israel. Prison officials
claimed that as she no
longer had Soviet docu-
ments, "the relationship
could not be proven."
The NCSJ Soviet Jewry
Research Bureau reports
that 23 POCs are now in-
carcerated in- Soviet prison
camps and/or in exile.
