Council Opposes
Splitting Court

The Jewish Community
Council of Metropolitan De-
troit has urged Michigan
Senators Donald Riegel and
Robert Griffin to encourage
their colleagues in Congress
to strike down what it has
described as "a new threat
to civil rights" contained in
the Federal Judgeship Bill,
S. 11.
The bill, currently in a
House-Senate conference,
has a rider in it sponsored
by Sen. James 0. Eastland
(D-Miss.) that would split
the U.S. Fifth Court of Ap-
peals into two circuits. The
eastern circuit would in-
clude Florida, Georgia,
Alabama and Mississippi.
The western circuit would
comprise Louisiana and
Texas.
In his letters to the
Michigan Senators, John H.
Shepherd, Council presi-
dent said, "The Fifth Circuit
has been the seat of major
civil rights cases. Presently
there is a balance of views
among the 13 members of
the court. We feel that
under the proposed division,
the new eastern circuit
could easily be dominated
by newly-appointed judges
who might be hostile to civil
rights."

1,000 Students
to Study in Israel
at Torah Schools

NEW YORK — More
than 1,000 students will
spend a year of study during
1978-79 at various institu-
tions of learning in Israel —
yeshivot, the Bet Midrash
LeTorah and Machon Gold,
— according to Moshe
Krone, global head of the
Torah Education Depart-
ment of the World Zionist
Organization.
The department, he said,
has decided to increase the
number of places for Ameri-
can students at Jerusalem
Torah College from 130 to
200, and to double the
number of students at the
Gold College for Women
(Machon Gold), which pre-
pares teachers for Jewish
schools in the Diaspora.

New Holocaust
Issue Published

NEW YORK (JTA) —
The first issue of "Shoah," a
quarterly report and news-
letter on the Holocaust, has
been issued by the National
Jewish Conference Center.
The 20-page issue was
mailed free to 43,000 per-
sons. The second issue,
scheduled for September,
will be on a subscription
basis.
Most of the first issue
deals with reports on teach-
ing about the Holocaust, re-
views of a Holocaust film
and NBC-TV's 9%-hour
April special.
Some of the first issue's
contributors included Prof.
Lucy Dawidowicz, Prof.
Franklin Littell and Prof.
Henry Feingold.
