State Department Delivers Personal Attack on Arafat

WASHINGTON — The
State Department delivered
a rare personal attack on
Palestine Liberation Or-
ganization leader Yasir
Arafat last week, holding
him responsible for the most
recent terrorist bombing in-
cident in Jerusalem that
killed two and left 47 in-
jured.
Department spokesman
Hodding Carter noted that
Arafat is the head of both
the PLO and El Fatah, the
dominant element within
the PLO and the unit that
took responsibility for the
bombing.
The State Department
normally restricts itself
to general condemna-
tions of such violence,

but last Friday, this ap-
proach was abandoned.
Deploring the incident
State Department sources
said that it would have no
comment or statement on a
remark by Deputy Assis-
tant Secretary of State for
African Affairs, William
Harrop, that the U.S. does
not regard the PLO as a ter-
rorist organization.
Harrop made that asser-
tion in testimony last week
before the Senate Foreign
Relations Committee, in
connection with the is-
suance of Ugandan
passports to 27 Palesti-
nians, one of them a reputed
terrorist.
Apparently as a result of
Harrop's comment, the
issue of how the U.S. re-
gards the PLO was raised
with Ambassador-at-Large
to the Middle East Alfred L.
