WASHINGTON (JTA) —
The Carter Administration
appears to accept the Arab
contention that Israel must
withdraw from all areas oc-
cupied in the 1967 war and
again declared publicly that
Israel is responsible for
making the first move to-
wards renewal of peace
negotiations.
The apparent hardening
of the Administration's pos-
ition toward Israel in the
wake of the differences bet-
ween President Carter and
Premier Menahem Begin
was evident at the State
Department where a
spokesman refused to enun-
ciate differences the U.S.
might have with the Arab
governments on the in-

MONTREAL (JTA) —
Jacqueline Dugas, presi-
dent of the executive of the
Jean Baptiste Society's
branch in Notre Dame de
Grace, a Montreal west end
suburb, resigned last week
from the nationalist society
in protest against an article
in the February issue of "Ici
Quebec" magazine which
called Zionism "the cancer
of humanity."
Mrs. Dugas, a nurse at
the Jewish General Hospi-
tal here, said that Jean
Marie Cossette, recently
elected president of the soc-
iety's Montreal chapter who
is the director of the
magazine, has refused to
dissosociate himself from
the views expressed in the
article.
Mrs. Dugas said she was
drowned out by shouts dur-
ing the society's convention
last weekend whetrshe cal-
led on Cossette to criticize
the article. She asked again
after the crowd was brought
to order but Cossette re-
fused, Mrs. Dugas said.

spokesman John Trattner
said. He added the Ad-
ministration is now "in a
period of quiet diplomacy"
with "ideas being explored
with all the parties."
The issue of 242 arose
after a reporter asked
Trattner why he does not
compare the U.S. position
on the resolution with the
Arab viewpoint as
Washington has done
with the Israeli position.
Administration sources
two weeks ago provided
the media with a list of
differences between Car-
ter and Begin that was at-
tributed directly to the
President.
"We don't have a quarrel
with the Arab interpreta-
tion of 242," Trattner said.
"The focus for the moment is
on the Israeli point of view
compared with ours." Asked
if he accepted Egyptian
President Anwar Sadat's
position as "final and right"
Trattner said, "We have
never said it was final and
right" and "the final word
has not been heard from
anybody."
Trattner also said the
U.S. has taken up with Is-
rael the complaint of Saudi
Arabia that Israeli planes
have been reported in "prac-
tice raids" and "mock runs"
against the Saudi Air Base
at Tabuk which is within 10
minutes flying time of Is-
rael's port of Eilat. The
complaints were first voiced
in 1976.
