Americans, a Jewish re-
settlement agency that has
brought more than 10,000
Russian Jews into the
United States in the last
nine years.
According to Herbert
Bernstein, executive direc-
tor of NYANA, the immi-
grants' problem is cultural,
and they must allow for
more time to gain fluency in
English.
The leaders of the Rus-
sian league disagree.
"Our problem is the age
factor, we are middle-aged
and older, and we cannot
learn by existing meth-
ods...of short duration, "said
Jurii Novak (speaking
through aiiiranslator), a 52-
year-old former Soviet nav-
al officer with a degree in
chemistry from the Soviet
Naval Academy. He has
been in America more than
four years.
"Our minds are too worn
down by the Soviet' expe-
rience," he said. "We must
be taught by people with
excellent command of the
comparative grammar of
both languages."
Novak's home in Brooklyn
serves as headquarters for
the league, of which he is
chairman of the organiza-
tional committee.
Attempts were made to
train many of the immi-
grants in new careers, but
the procedures are said to
have ignored the fact that
the immigrants did not
speak English, and after six
to nine months of English-
only classes which the im-
migrants were paid to at-
tend, they learned nothing.
City officials have said
that the Russians were
taught by the "new meth-
od" of multi-ethnic courses
attended by people from
many foreign countries who
do not speak English, and
are assumed to be able to
"pick up" the language in
the all-English course.
The Russian immigrants'
league estimates that more
than $93 million will be
spent on its members in
welfare costs and attend-
ance at courses they do not
understand, over a 10-year
