Ceasing Division

President Carter has been
moving inexorably in the
direction of shifting U.S.
Middle East policy in echo-
ing Arab demands for
"insuring the legitimate
rights (it was first stated as
interests) of the Palestinian
people" and recognition of
the PLO.
At Mr. Carter's latest
meeting, with 27 Congress-
men, following strong criti-
cism of his policy and the
U.S.-Russian communique,
the President was quoted as
saying, "I'd rather commit
political suicide rather than
hurt Israel."
Regrettably, Mr. Carter's
credibility is diminishing
with every statement. The
fact remains that in his UN
speech Mr. Carter reite-
rated that the "legitimate
rights of the Palestinians
must be recognized."
We urge the Jews of Met-
ropolitan Detroit to wire or
write their Congressmen
and Administration officials
not to tilt American policy
in favor of the Arabs, not to
support a Palestinian state
in Judea and Samaria, not
to recognize, negotiate with
or include in the Geneva
Conference the PLO or
PLO-appointed or selected
representative and to honor
and keep America's moral,
political, economic and
legal committment to
Israel.

As Charles Dickens wrote
in "A Tale Of Two Cities,"
"These are the best of
times, these are the worst of
times". These same words
can be applied to the cur-
rent situation in the Middle
Fast, the city ofJerusalem
and the capitols of neighbor-
ing countries.
We are all watching and
hopefully anticipating a
peaceful solution in the
Middle East. A just and
lasting peace must be nego-
tiated by Israel and its
neighbors. This-period can
be the best of times if only
legitimate countries partici-
pate in a peaceful solution
without the influence of
other gthrernments dictating
the terms and conditions for
peace.
We as Jewish citizens of
the United States should
attempt to influence the
Carter Administration as
well as our Senators and
Representatives to insure
that those who are directly
• involved in negotiations
determine their own des-
tinies. These could be the
best of times.

shocked and concerned over
President Carter's sell-out
of Israel through the joint
U.S.-Soviet statement of

agreement on the terms for
calling together a Geneva
Conference on Middle East.
Why bring the USSR into
the picture now, especially
after taking such pains to
isolate the Russians diplo-
matically from Middle East
negotiations up to now? The
involvement of the USSR at
this point in time is shock-
ing. It is hard to avoid the
impression that President
Carter is willing to do this
in return for Soviet support
in the SALT treaty.
The joint statement ele-
vates the Palestinians to the
status of a party to be rep-
resented officially at Gen-
eva. Such a procedure
assures in advance the out-
come of negotiations,
namely, the creation of a
Palestinian state under PLO
domination, supplied by
Soviet arms within artillery
range of Jerusalem.
Since the Soviet American

document makes no refer-
ences to UN resolutions 242
and 338, which have been
the basis for calling
together a Geneva Confer-
ence and which recognize
Israel's right to live, the ,-
whole question of whether
Israel has such a right to
exist as a sovereign nation
is now called into debate.
I am profoundly disturbed
by President Carter's han-
dling of the whole question.
What he has done is to aban-
don America's historic com-
mitment to the security and
survival of Israel and
imperil our country's inter-
est by giving a major role to
the USSR.
I believe America must
not stand idly by and allow
another Munich Pact writ-
ten at Geneva to carve up
Israel the way Czechoslova-
kia was raped.

Affirmative Action Is Attacked

Editor, The Jewish News:
Your editorial, "Affirma-
tive Action: Merit or Bias,"
not only merely touches the
surface of a very serious
Jewish problem, but is less
than forthright in its appre-
ciation of the implications
for our nation as a whole.
Affirmative action is
"bias" and no amount of
rationalizing can alter that
fact. For decades Jews have
contended with quotas and
in the process developed a
razor's edge approach and
appreciation for excellence
in qualifications and
performance.
To now deny qualified
people, which ironically
includes WASPS, their

rightful place in education,
business, government or
industry because of some
past historical injustice is
criminal.
Blacks cannot and must
not claim special privileges
based upon their color. Such
an approach can only result
in national divisiveness
leading to total violence.
Your paper is most vocif-
erous on the Israeli ques-
tion, and rightfully so. We
must be just as vehement
when it comes to injustices
committed against fellow
Jews closer to home here in
Michigan—all in the name
of affirmative action.

'A Will to Survive' Exhibition

of Photos Opens in New York

NEW YORK—group- , of
photographs of the surren-
der of the Old Jewish Quar-
ter in Jerusalem during the
1948 War of Liberation is
being exhibited at the
Cultural
America-Israel
through
Foundation
December.
Photographed for Life
Magazine by John Phillips,
the scenes record the taking
of prisoners, the flight of
civilian Jewish refugees,
the wounded and dying
defenders, the actual sur-
render and destruction of
the Old Quarter and the
looting by Palestinian Arabs
that followed.
As a Protestant, Phillips
was permitted to accom-
pany the Arab Legion,
dressed as a Legion officer.
alongside the victorious
Arab commander, Major
Abdullah Tell. In the midst
of fierce battle. Phillips
nearly lost his life, and the
film had to be smuggled out
of the country.
In May 1975, 27 years
after the event, Jerusalem's

Mayor Teddy Kollek heard
of the existence of the
photos, many of which had
never been published. Meet-
ing with Phillips, he pro-
posed that the photogra-
pher-reporter attempt to
locate the surviving sub-
jects of his original photos,
and create a fascinating
documentary spanning the
significant years of Israel's
history.
Much to Phillips' surprise.
he and his wife, Anna
Maria, succeeded in locat-
ing. interviewing and re-
photographing 51 survivors,
representing a cross-section
of the Israeli population.
The result is "A Will to
Survive." It was first shown
to record crowds at the
Israel Museum in 1975.
Jointly sponsored by the
America-Israel Cultural
Foundation, the American
Friends of the Israel
Museum. the Jerusalem
Foundation, Inc., and the
Dial Press, the exhibit is
open to the public at the
America-Israel Cultural
Foundation, 4 East 54th St.
