panel that "We firmly
believe" that the projected
sales of 14 C-130 transport
planes and 12 pilotless,
radio-controled reconnais-
sance aircraft to Egypt
"are in the national inter-
ests of the United States."
Alfred L. Atherton, assist-
ant secretary of state for
Near Eastern and south
Asian affairs, said at a
hearing before a sub-
committee of the House
International Relations
Committee that "If we did
not believe that we would
not be proposing them" (the
sales).
He said that a "dramatic
shift" in Egyptian policy
has resulted in the Soviet
Union having "ceased its
role as a supplier of major
equipment and to a large
degree has also ceased its
maintenance support for
equipment which - was pre-
viously provided" to Egypt.
Atherton denied that the
sale of the aircraft, totalling
about $240 million, "mate-
rially will affect the
regional balance of power."
He added, "Rather, by
improving Egypt's. capabil-
ity for the collection of
information and for move-

Argentine Leaders Deny Bias Against Jews
WASHINGTON (JTA )—
Argentine President Jorge
Rafael Videla and Foreign
Minister Oscar Montes,
responding to questions on
persistent manifestations of
vicious anti-Semitism in
Argentina insisted here that
Argentina does not discrimi-
nate against Jews.
The two leaders were in
Washington recently for
ceremonies attendant to the
signing of the Panama
Canal treaties.
Their meetings with the
media followed publication
of reports from Buenos
Aires quoting an Argentine
army communique that five
members of a Jewish fam-
ily were in detention for
alleged connections with
leftist elements.
The communique, issued
by the army high command
in Buenos Aires, said: "The
army wishes to inform the
population that the five per-
sons are under detention in
the Cordoba region because
of an investigation into pre-
sumed connections to
subversives."
Previously, the author-
ities refused to comment on
the disappearance of Ale-
jandro Deutsch, 57, his wife.
Elena, 56. and their three
daughters, Elizabeth, 27,
Susana, 23. and Liliana, 17.
Sources in Cordoba, where
Deutsch was engaged in the
sale of air conditioners, said
the family members were
dragged from their home at
1 a.m. Aug. 27 by. 12 armed
men and have not been
heard about, except for the
army communique. A sister
of Deutsch was said to be
the wife of an American,
Jerry Alberts of Los
Angeles.
Begin Offers Role in Talks
to End Fighting in Lebanon
JERUSALEM—Pri me
Minister Menahem Begin.
who has admitted that
Israel was involved in the
fighting, has offered to par-
ticipate in cease-fire talks
to end warfare between
Christian rightists and
Palestinian terrorists and
Muslim leftists in southern
Lebanon.
"We are prepared to start
any time negotiations for a
general ceasefire." Begin
told reporters Tuesday after
addressing a service for
paratroopers near Tel Aviv.
Asked whether Israel had
informed the United States
of the offer, Begin said.
"What I have said is enough
for the time being. If nego-
tiations start, we shall have
a positive attitude."
Meanwhile, the military
situation in Lebanon's bor-
der area with Israel was
described Tuesday as static,
and the various factions
made claims of attacks and
counter-attacks.
Moreover. Israel placed
its troops near the Lebanese
border on_ alert. fearing a
massive push by Syria on
behalf of the Palestinians.
Israel has stated previously
that it will not tolerate the
presence of Syrian troops
below the "red line" gener-
ally regarded as the Litani
River.
According to Arab diplo-
mats, the U.S. carried mes-
sages between Damscus
and Jerusalem all day
Tuesday.
Meanwhile, for the first
time, Lebanon's President
Elias Sarkis accused Israel
of sending troops across the
border Wednesday. saying
Israeli troops and tanks
crossed the frontier to aid
Christian villagers.
Reversal of Anti-Zionism Rule
in UN Sought by Reform Body
WASHINGTON-The Union
of American Hebrew Con-
gregations called on Presi-
dent Carter and Andrew
Young, the chief United
States delegate to the UN,
to initiate action in the
world body to overturn a
two-year-old resolution
equating Zionism with
racism.
In a related development,
Israel diplomats at the UN
say that they expect "a very
tough time for Israel" dur-
ing the 32nd session of the
Genral Assembly already in
session.
Israeli diplomats are
quick to add, however.- that
"Israel is planning to fight
back" against the Arab
offensive.
Meanwhile, diplomatic
sources predicted greater
pressure on Israel by the
U.S. in the General Assem-
bly, especially as regards
the settlements issue.

itself in utter isolation when
the assembly debates the
issue of Israeli settlements
in the occupied territories.
Arabs Claiming
Boycott Success
NICOSIA, Cyprus—
Mohammed_ Ahmed Mah-
goub, commissioner general
of the Arab Boycott office,
said that 80 percent of com-
panies and concerns
throughout the world were
abiding by boycott
regulations.
He said a recent review
by a special boycott com-
mittee indicated the boycott
had completely achieved its
goals.

Jacobo Kovadloff. fled to
the United States with his
family last July after
threats against his life. The
AJCommittee has closed
that office after 29 years of
operating in Buenos Aires.
Responding to a question
from a non-Jewish
European reporter. videla
said that Argentina is`
Nazi state. He expr,,,ed
himself as "very grateful"
for the cultural contribu-
tions of the "great - Jewish
community. Lately, he said,
Jewish names have
appeared in activities
inimical to the state and the
image of Argentina has
become deformed by appre-
hensions that there may be
discrimination against
Jews.
Montes said that "mili-
tary justice" is invoked
against the Deutsch family c'
"because it is related to ter-
rorism and not because they-
may be Jews." He empha-
sized Argentina has no dis-
crimination on the basis of
race or creed.He added: "I
can guarantee, in the name , 1
of the Argentine govern-
ment there is no kind of reli-
gious discrimination in my
country."
