Defamation League of Bnai
Brith last week in testi-
mony before a Senate hear-
ing on anti-boycott legisla-
tion, gave the experience of
International Toy Corpo-
ration as evidence that
American firms need not
submit to anti-Israel boy-
cott regulations in order to
do business with the Arabs.
The firm, a subsidiary of
Hasbro Industries, Inc.,
Pawtucket, R.I., refused to
provide boycott certificates
in two separate business
transactions. one with
Egypt and the other with
Saudi Arabia.
The Egyptian incident in-
volved a letter of credit
dated December 11, 1976,
which called for a certifi-
cate attesting that the mer-
chandise ordered was not of
Israeli origin and did not
contain any raw materials

certification.
The company was then ad-
vised that the letter of cred-
it had been amended and
the boycott clause replaced
by instructions that the mer-
chandise was to be sent on
either of two American ship-
ping lines.

an Open Commerce and Trade Act as anti-boycott legisla-
tion. Rep. Brodhead holds petitions with the names of thou-
sands of Michigan citizens who have already signed. The
proposed bill will, in part, make unlawful the exclusion of
any person or firm from a business transaction on the
basis of any discriminatory document or blacklist imposed
by a third party. The JVW asks that petitions be com-
pleted by April 15, when they will be presented to the Mich-
