border on the Mediterra-
nean Sea are participat-
ing in a conference which
aims to safeguard the
purity of the sea. Among
the participating coun-
tries are representatives
from Israel, Morocco,
Algeria, Tunisia, Libya,
Egypt and Lebanon. The
Arab representatives are
working with the Is-
raelies but their relations
are limited and formal.
The Libyans have av-
oided contacts with the
Israelis.
