TEL AVIV (JTA)— Is-
raelis were angered Wed-
nesday by confirmed re-
ports that a major Ameri-
can aircraft manufac-
turer is trying to sell
combat jets to Ecuador
after *the U.S. govern-
ment blocked the sale to
that country of 24
Israel-made Kfir inter-
ceptors. Although talks
are still going on with
U.S. authorities to get the
ban lifted, the Northrop
Corp. reportedly began
negotiations with the
Ecuadorian Air force for
the sale of its F-5 jets.
Israelis were especially
incensed because the
American excuse for not
approving the sale of the
Kfirs to Ecuador was its
long-standing policy
against the introduction
of advanced and sophisti-
cated combat aircraft to
Latin America. , -
The State Department
offered that pretext in a
statement Monday. which
noted that this policy has
been in effect for at least
15 years. The sale of the
'Kfirs to Ecuador requires
a U.S. reexport permit
since the Israeli plane is

appear very dim, Israel
Aircraft Industries which
manufactures the Kfir
said it is going ahead with
preparations for the
transaction.
The- anger against
American interference in
the deal was increased by
the fact that the Ectiado-
reans selected the Kfir in
competition with -French
Mirages and the U.S.
F-5s.
This action by the Car-
ter Administration to
curb Israel's foreign sales
of advanced military
equipment will repor-
tedly be offset in financial
terms by a decision to add
$285 million in economic
assistance to-the 1978 aid
package for Israel sent to
Congress by President
Ford in his final days in
office. .
Sources in Israel said
they understood the Ad-
ministration soon would
ask Congress for the $285
million additional, bring-
ing- the aid total for Israel
up to the $1.78 billion al-
located- for this fiscal
year, which ends Sept. 30.
On a third matter involV-
ing American-Israeli rela-
tions, the State Depart-
ment said it had not yet
completed its considera-
tion of projected sales to
Israel of four highly
sophisticated weapons
promised by - President
Ford less than a month be-
fore the election last
November.

Asked after a State De-
partment meeting with
Secretary Cyrus R. Vance
if he had received assur-
ances that Ford's pledge
on weapons would be
kept, Ambassador. Simha
Dinitz of Israel said, "Let
me put it this way: We
have not received any in-
dicat,ion from the present
Administration that any-
thing promised before
will not be honored. -
However, President
Carter said Tuesday that
he would decide within a
week on whether the U.S.
will go ahead with the
sale of concussion bombs.
The President was re-
ferring to one of the four
categories of sophisti-
cated weapons that Pres-
ident Ford had promised
to sell to Israel last Oct 8.
But in his statement at a
White House press con-
ference he- did not specifi-
cally mention Israel or
Ford's pledge.
He also noted that the
previous announcement
concerning the sale had
not been cleared by either
the State or Defense De-
partments. He was appar-
ently referring to the an-
nouncement of Ford's
promise to Israel last year.
Ford never submitted the
matter to Congress for ap-
proval as required by law.
Meanwhile, Foreign
Minister Yigal Allon ex-
pressed regret Monday
that the projected sale of
- 24 Israel-made Kfir jet in-
terceptors to Ecuador
was made public. He said
that those who disclosed
the hoped for deal had
done great harm.
Defense Minister Shi-
mon Peres said that the.
Israel. Air Force would
absorb additional Kfirs to
make up at least in. part
for the loss of the Ecuador
sale by IAI.
In Israel, circles believe
that American arms
manufacturers are wag-
ing a campaign to block
the sale* of Israel-made
weaponry abroad be-
cause they fear the in-
roads that Israel has
made in the multi-billion
dollar world armaments
market.
The Israelis believe the
U.S. government has been
influenced by a spate of ar-
ticles in American publica-
tions claiming that Israel
was utilizing American
know-how to export mili-
tary hardware in competi-
tion with American man-
ufacturers.
The sale to Ecuador
would have helped IAI
produce a second genera-
tion Kfir, an aircraft that
is said to equal the per-
formance of the best

Meanwhile, Newsweek
magazine reported this
week that the U.S. is now
planning to sell six 0430
military transport air-
craft to Sudan and $15
million worth of Chapar-
ral heat-seeking -missiles
to Tunisia.
The magazine said
_Sudan has just been re-
moved from the list of in-
eligible purchasers of
U.S. weapons and wanted
to buy two squ'adrons of
fighter-interceptors. It
reported that the Defense
Department "thought
that too controversial a
first step. -

(JTA) — Sidney Musher,
president of P.E.F. Israel
Endowment Funds, Inc.,
announced the receipt of
$93,000 from the Jakob,
Louise and Kurt
Schwartz Trust upbn the
recommendation of the
trustees, Morgan
Guar_anty Trust Com-
pany of New York, and
Mr. William Miller.
- He said $33,000 of the
grant will be used for 145
secondary school scholar-
ships primarily for Orien-
tal students in Israel and
giving preference to the
vocational schools.
The balance of $60,000
will be used for a .shel-
tered workshop and other
purposes for the blind in
Israel.
