visiveness in a city and
school system so badly in
need of unity."
Sonnen reich, in a letter
to Martin H. Gerry, direc-
tor of the Office of Civil
Rights, said that while
the ADL objected to last
year's special school
schedule surveys con-
ducted in six New York
City school districts; cur-
rent ADL policy did not
oppose a visual survey of

the workforce, from
which sonic of the re-
port's figures were ob-
tained:
However, he said, the
AIM., objects "to the in-
terpretation of the find-
ings. The conclusions
drawn from the data are
espoused without indica-
tion of serious considera-
tion of the sociological and
political circumstances
which helped shape the
present picture in New
York City schools."
Emphasizing that "no
survey statistics can be
accurately interpreted in
a vacuum," Mr. Sonnen-
reich stated that "any re-
sponsible interpretation
must take into account
sociolOgical and political
variables which feed into
a situation. In this light,
you failed to note in your
report that many of the
items to which you re-
ferred are already under
investigation in the
courts or to carefully ex-
amine the effects of de-
centralization on the dis-
tribution of minorities in
the city's 32 community
school districts."
