Brodhead and Rep.
James Blanchard (D-18th
District) were the only re-
spondents to the Zionist
Organization of Detroit's
recent questionnaire who
answered favorably to all
12 questions regarding
support of Israel.

His staff worked for
more than a year to
shepherd the bill through
Congress.
A nationally operating
survey committee
analyzed Rep. Brodhead's
rating as 100 percent in
matters relating to the
Middle East and Israel.
Brodhead lists more
than 30 actions in his two
years in Congress sup-
porting Israel and Soviet
Jewry. The actions in-
clude votes in the House,

"Although Con-
gressman Brodhead's bill
is not everything that we of
the Association had hoped
for, it certainly is a step in
the right direction," Col-
lins said, " and will serve
to encourage retarded
adults not in need of con-
stant supervision to live in
small residential settings
which attempt to nor-
malize the residents' envi-

The Brodhead bill
began with a letter from
Mel Ravitz, director of

has a retarded brother
and was sympathetic to
the concept.
