Significant Number of British
Jews Still Support Community

British .Jewry has
grumbled its way
through the past 30 years
at the apparent failure of
community organiza-
tions in this country to re-
flect adequately the
needs and ideas of the -
community they serve.
Not all the 410,000 Jews
in Britain know what
they want: Some have
even drifted away from
their religion, never to re-
turn, while the involve-
ment of others in com-
munity activities is only a
token one. But there is
still a substantial number
of Jews who want to see a
more organized, more
coordinated structure for
community decision-
making, and who want to
see the Jewish commun-
ity in Britain making a.
real contribution in sup-
port of Israel.
For too long we have
lived from one crisis to
the next, which has
meant that we have failed
to analyze the how and
why of decision-making.
Successive generations in
this century have chal-
lenged the Jewish estab-
lishment for a time and
while some then worked
within the system, many
were discouraged and
were lost to the commun-
ity.
A number of us believe
that there is now a greater
desire for change in the
Diaspora than any time in
this Century. If we are to
exploit this desire, then we
must learn to understand,
identify and encourage the
young (and this means all
up to 40) to share in the
decision-making proces-
ses. We cannot — and must
not repulse it.
It is against this
background that the Sol-
idarity with Israel Year
was launched. Following
the United Nations re-
solution equating
Zionism with racism, the
Israeli Prime Minister's
Jerusalem Conference
gave us the opportunity
to get closer together. As
a result, the nine rep-
resentatives from Britain
decided to maintain the .
momentum of that con-
ference and to continue to
work together. The result
of this cooperation is a
campaign which has
made a remarkable im-
pact, Quite unique any-
where in the world.
As a follow-up to the
Jerusalem Conference,
the British community
held its own Solidarity
with Israel Conference
earlier this year, and for
the British community it
has reaped the same be-
nefit as the parent con-
ference did for those de-
legates who attended the
original.
The delegates to the
London Conference left
with new determination
to work together and with
even greater commit-
ment to help Israel. Sol-
idarity with Israel means
two things in particular:
first, it means making
more effective use of our
resources, and secondly,
it means recognizing and
advancing the process of
change in our communal
and Zionist organiza-
tions.
On both counts, we have
begun to work more read-
ily and more willingly to-
gether. The need to break
down organizational bar-
riers and to reduce the
power of the "makhers" is
not confined to Britain. My
knowledge, experience
and love for the United
States demands that I
stress that unless the or-
ganizations of American
Jewry and the "makhers -
within them adopt a set of
priorities which are relev-
ant to contemporary needs
and encourage a broader
degree of participation
with their members, we
shall witness a crisis of
confidence which will un-
dermine their good inten-
tions and the very services
provided.
On the question of mak-
ing better use of man-
power and ideas the sol-
idarity conference was
very practical. For exam-
ple, we have launched a
number of critical pro-
jects. Let me just men-
tion one.
