House Subcommittee Cites Commerce Dept. Guilt in Boycott

Scheuer said investiga-
tions showed that for 10
years until last fall, the
Commerce Department
confidentially advised
American businessmen
that they need not comply
with a United States Gov-
ernment request to file in-
formation about Arab
boycott demands.
He cited the depart-
ment's notice catalogued
as'' JIB 621-P, which cal-
led on American expor-
ters to report boycott de-
mands and then carried
an advisory statement
saying that compliance
with the boycott was not
illegal, and that it was not
mandatory to file infor-
mation on boycott de-
mands.
The advisory state-
ment was later trimmed
from the department
notice.
Rep. James M. Collins
(D-Texas), the subcom-
mittee's lone dissenter
from the report, declared
he holds "no brief" for the
boycott but contended
that "The answer to the
problems" it has caused
"cannot be ameliorated
by the restrictive legisla-
tion that is being consi-
dered by the House and
the Senate at this time
nor by the legislative
recommendations - in the
report.
Legislation adopted by a
Senate-House conference
for the Tax Reform Bill
would deny tax benefits to
American companies that
engage in a boycott. Pro-
posals for the Export-
Administration Act,
adopted by the Senate and
awaiting House action,
would compel public dis-
closure of all Arab boycott

Moetzet Hapoalot
Has New Name

NEW YORK — Pioneer

Women's sister organiza-
tion in Israel, Moetzet
Hapoalot, has officially
changed its name to
"Na'amat," it was an-
nounced by Charlotte
Stein, president of
Pioneer Women of the
United States.
Na'amat is an acronym
for the Hebrew words
standing for working
women and volunteers.
Mrs. Stein reported
that a message from
Tamar
Eshel,
secretary-general
of
Na'amat, brought word
that many street signs
throughout Israel were
changed for a week in
honor of the organiza-
tion's new name, while
the thousands of children
who attend the
organization-sponsored
nurseries and day-care
centers were given "tem-
bel" hats featuring the
new name.

boycott problem lies in "a
just and lasting peace in
the Middle East." Saying
that "We consider the
Middle East the frontier

mendations if adopted
into law would "aggra-
vate the successful and
peaceful relationship"

At the Commerce De-
partment, Communica-
tion Director Horace
Webb, a chief assistant to
Commerce Secretary El-
liot Richardson, Morton's
successor, said that the
department has not yet
received a copy of the re-
port.
Asked by a reporter
about the possibility of a

veto by President Ford of
the pending legislation,
on economic and diploma-
tic grounds, Moss said
that a veto "would not
only be political dynamite
but morally outrageous,"
adding that "it would be
felt very strongly - on the
moral grounds.
Moss said that the
Commerce Department's
handling of the boycott has
not "improved suffi-
ciently" although he said it
is "not as bad" as under
Morton.
Responding to Collins'
point that the U.S. is in-
creasingly dependent on
Arab oil, Moss said the
U.S. "doesn't have to
stand in fear of it" or of a
loss of trade with the
Arab States. "Certainly
we want to get away from
depending on foreign oil,"
he said. "But in the
meantime we should not
have to pay blackmail.

Nobody is pushing the
Arab nations to come
into the American mar-
ket. They are coming by
their own will and will
continue to come."

Broomfield Gives
Strong Support
to Ban on Boycott

Congressman William
S. Broomfield (R-19th
District), a ranking
member of the House of
Representatives commit-
tee dealing with tax mea-
sures and with the
amendment to impose
penalties on firms par-
ticipating in the Arab
boycott of Israel, 'gave
strong support to the
amendment.
The committee adopted
it by a vote of 17 to 1.
Commenting upon it,
Rep. Broomfield said:
"As far as I am con-
cerned, discrimination in
any form is repugnant to
American ideals, and I be-
lieve the amendment in
question is an important
manifestation of our de-
termination to help root
out bias and prejudice
wherever possible.
A similar measure in
the Senate was adopted
by a 27-1 vote two weeks
ago.
