Study Confirms Black Trade With S. Africa

The American Jewish
Congress leader recalled
how Black African coun-
tries, under "brutal" Arab
pressure, had severed dip-
lomatic relations with Is-
rael after the Yom Kippur
War.
Israel, Rabbi Hertz-
berg said, while "eager to
resume its friendship
with Black Africa . . .
simply cannot afford to
xnore any source of
-conomic cooperation or
turn her back on any
state that is willing to
enter into trade relations
with her, however, re-
pugnant that state's
policies."
The report said that
214,282 foreign Black
workers were employed
in South African gold
mines, with the largest
number — 83,547 — corn-
ing from Mozambique.
The American Jewish
Congress study said 19
Black African states
traded with South Africa
- and gave details of trade
arrangements of nine of
them:
• Botswana has put
most industrial enterprise
and development in the
hands of South African
Anglo-
companies.
American — the giant
South African mining cor-
poration — is the leading
member of a consortium to
mine copper in Botswana.
DeBeers, a subsidiary,
mines diamonds. The
South African Industrial
Development Corp. made
a $19 million loan to de-
velop mining in Botswana
I n 1974.
• Central African Re-
public (CAR) has had
close commercial ties
with the apartheid re-
gime since 1974, when a
12-man trade mission
from South Africa met
with President Bedel
Bokassa. Last year a
CAR ministerial delega-
tion visited South Africa
and received promises of
investments of $250 mill-
ion over the next 10 years.
• Ivory Coast gave
South African Airways
(SAA) landing rights in
April, 1976 and SAA now
makes scheduled stops in
Abidjan to and from
Europe.
• Lesotho trades more
extensively with South
Africa than any other
country and is one of
three Black states (along
with Botswana and
Ak Swaziland) that are
oined with South Africa
in a formal customs union
as well as a- de facto
monetary union. The

PHILADELPHIA

ily Service of Philadel-
phia has been accredited
by the Family Service As-
sociation of America for
the fifth time, according
to Mark Kessler, presi-
dent of the JFS. The
FSAA report cited the
agency for its "outstand-
ing record for over a cen-
tury," and for its "out-
standing level of compe-
tence."

• Malawi still main-
tains formal diplomatic
relations with South Af-
rica. In addition to a re-
cent $3 million South Af-
rican loan to build the
country's national capi-
tal, Malawi is benefiting
from a $16 million rail-
road construction loan.
• Mozambique — de-
spite its militantly Marxist
and anti-apartheid posi-
tions — has growing
economic relations with
South Africa, which is
Mozambique's second
biggest customer. Nearly
half of Mozambique's
foreign exchange earnings
of $300 million were pro-
vided by South Africa last
year. And despite in-
creased contribtitions
from Communist -states,
South Africa remains
Mozambique's
chief
source of aid. Moreover,
although Mozambique of-
fers sanctuary for guerril-
las fighting against
Rhodesia, South Africa's
borders with the black
socialist state have been
quiet.
• Swaziland sends 15
to 20 percent of its ex-
ports to South Africa and
90 percent of its imports
come from South Africa.
• Zaire buys oil from
South Africa and exports
timber to the Pretoria re-
gi—m W hen - thee wo rlrl-
price of copper dropped
last year, export credits
to Zaire were maintained
by the South African
Credit Guarantee Insur-
ance Corp., a quasi-
governmental body, de-
spite Zaire's delays in
repaying earlier credits.

Camp Ramah Has
Jerusalem Facility

NEW YORK — Camp
Ramah, a summer prog-
ram developed to give
American youngsters an
intensive experience in
Jewish living, opened its
first day camp for Israeli
youngsters in Jerusalem
this summer.
While- the new camp
draws heavily on the edu-
cational approach of the
American Ramah camps
— especially the Ramah
Day Camp in.Nyack, N.Y.
— it does so with an Is-
for
raeli
accent
youngsters who do not
need to study Hebrew,
but can benefit from the
study of such concepts as
community, charity and
man's relationship to his
society.
There are two other
Conservative Jewish day
_camps in Israel — in
Omer and Ashkelon —
which have participated
in joint projects and
planning with the new
Ramah camp. Eventu-
ally, Ramah officials hope
to establish a network of
Ramah camps extending
first to communities with
Conservative congrega-
tions and then to de-
velopment towns.

• Zambia imports more
goods from South Africa
than any other country. A
regularly-scheduled ai•-
freight service was in-
itiated last November be-
tween Johannesburg and
the Zambian capital of
Lusaka by South African
Airways and Air Bots-
wana. In October 1975
South Africa's Minister of
Economic Affairs visited
Lusaka and arranged an
export credit deal with
the Zambian government

of up to $140 million,
equivalent to about 25
percent of Zambia's total
imports.
