Golda, Henry Discuss Mideast During 90-Minute NY Meeting

NEW YORK (JTA) —
Secretary of State Henry A.
Kissinger said Monday that
the United States is waiting
for replies from the Arab
governments to its proposal
some months ago that they
enter into non-belligerency
agreements with Israel. He
made the disclosure to re-
porters when asked if the
U.S. is planning a major ini-
tiative in the Middle East
before the Presidential elec-
tions in November. Kissin-
ger said the U.S. view was
that the non-belligerency
roposal was a major

towing a 90-minute meeting
with Israel's former Pre-
mier Golda Meir at her Wal-
dorf Astoria Hotel suite
here. Mrs. Meir is currently
on a speaking tour of the
U.S.
Kissinger told reporters
that they had "exchanged
ideas" on the Middle East
situation but nothing spe-
cific was discussed. Is-

rael's Ambassador to
Washington, Simcha Din-
itz, was present for part of
the meeting. Later, it was
learned, Kissinger. and
Mrs. Meir had a private
talk.
Last Friday, Mrs. Meir
was awarded an honorary
Doctor of Laws degree at
Wellesley College.
At a communitywide Is-
rael Bond dinner of tribute
in Chicago last week, Mrs.
Meir said that in the search
for peace Israel has taken
all the risks while the Arabs
have risked nothing. She
expressed the hope that
there would be no further

calls for movements of Is-
raeli forces without con-
crete agreements providing
Israel with defensible bor-
ders. The former Israeli
Premier stressed that after
five wars, Israel had an ab-
solute right to a peace
agreement based on secure
borders.
Discussing the demands
of the PLO, Mrs. Meir as-
serted that Israel could not
accept a separate Palesti-
nian state because it turned
into a Soviet base for the de-
struction of Israel.
