NEW YORK — Hydroelectric power, enough to supply 10 percent of Israel's peak needs, can be
generated economically with water transported by tunnel from the Mediterranean Sea to the lowest spot
on earth at the Dead Sea, according to Prof. Shlomo Eckstein, head of the Department of Economics at
Bar-Ilan University in Israel. The project, as outlined in the above sketches, has been proposed recently
in a preliminary survey prepared by a panel of experts, commissioned by the Israel government and
headed by Prof. Eckstein.
