Forbes Introduces Bills to Ban Compliance With Arab Boycott

Michigan House of Repre-
sentatives Majority Leader
Joseph Forbes (D-67th Dis-
trict) introduced a package
of five bills to prevent Michi-
gan companies from observ-
ing the Arab League's eco-
nomic boycott of Israel.
House Speaker Bobby D.
Crim (D-Davison) endorsed
the bills, terming them "an
effective countermeasure to
tactics aimed at the eco-
nomic strangulation of Is-
rael."
In Paris, the governing
board of the World Jewish
Congress called on the Com-

mission of the European Ec-
onomic Community (EEC)
to take effective measures
against the application of
the Arab boycott in the nine
member countries of the
Common Market.
Specifically, the commis-
sion was urged to exercise
its authority under the rules
of competition of the Treaty
of Rome and subsequent
EEC regulations not to per-
mit interference with free
trade through boycott prac-
tices against individuals and
companies that trade with
Israel or as a form of racial
ethnic or religious discrimi-
nation which the board de-
scribed as "an especially
reprehensible and abhor-
rent" manifestation of the
Arab boycott.

It proposed that all fu-
ture EEC agreements with
member states of the Arab
League and all other coun-
tries should continue to
insist on the inclusion of
anti-discrimination provi-
sions. It also asked for
"full and unqualified ac-
ceptance" of this principle

by all states wishing to
make agreements with the
EEC in accordance with
the EEC's publicly pro-
claimed opposition to "the
measures of discrimina-
tion boycott" practiced by
Arab countries.

In New York, the Ameri-
can Jewish Congress has
criticized New York State
Human Rights Commis-
sioner Werner Kramarsky
for failing to advise the
state's business community
of the implications of the
anti-boycott law enacted by
the state legislature six
months ago.
The AJCongress charged
that the failure of the Com-
mission to issue guidelines
has deterred the filing of
complaints, and as a result
has undermined effective
administration of the law.
In a letter to Kramar-

sky, Phil Baum, AJCon-
gress associate executive
director, and Lois Wald-
man, associate director of
the Commission on Law,
Social Action and Urban
Affairs said: "Surely after
six months corporations
and individuals subject to
the jurisdiction of the
State of New York are en-
titled to some guidance as
to how the new law im-
pacts on the most common
business practices effec-
tuating the Arab boycott."

The AJCongress officials
pointed out that when pre-
vious legislation affecting
the State Human Rights
Law was enacted, the State
Division of Human Rights
promptly issued publica-
tions describing the newly
created rights, obligations
and remedies.

named "Honorary National

In making the announce-

tinguished themselves in
their devotion to the Jewish

RICHMOND, Va. (JTA)
— After more than a year of
planning, Israel Showcase
'76 will b presented at the
Richmond Jewish Commu-
nity Center May 15-23 as an
effort to draw city-wide at-
tention to Israel for its
achievements in a variety of
fields, according to Neil
November, its general chair-
man.
The center will be trans-
formed into a section of Is-
rael for that week with dis-
plays,
exhibits,
presentations, lectures.
films and demonstrations.
The Richmond Jewish Com-
munity Council is the chief
sponsoring agency for the
presentation.

Morris Lieberman and
Paul Silver, chairman and
vice chairman of the cam-
paign, announced that the
exhibit was prepared by
experts at the Yad Vashem
memorial in Israel, and the
American Federation of
Jewish Fighters, Camp In-
mates and Nazi Victims,
Inc. in New York has given
permission to use the ex-
hibit.
A joint committee met
this week to plan the event,
and will welcome sugges-
tions for the exhibit. For
