For nearly three decades
there has not been even the
most basic intercommunica-
tion — postal, telephone or
transport — between Israel
and the Arab states nearby
(except in the limited case of
Jordan-West Bank). Later
the ideology of boycott was
extended to third countries;
loyalty to the Arab cause
demanded severing com-
mercial relations with for-
eign companies conducting
significant business with
Israel.
For most of these decades
the boycott was honored
largely in the breach. When
an Arab Government really
wanted to do _business with
a foreign company, it did so
despite the blacklist,
scarcely bothering with a
-face-saving rationalization.
Since 1973 and the vast
build-up of oil dollars in the
Middle East, however, the
boycott has emetged as a
potentially serious threat —
not so much to Israel di-
rectly, but to American and
other countries' trading in-
terests pressed to adhere to
offensive and discrimina-
tory conditions set by their
newly wealthy clients.
The Ford Administra-
tion has belatedly recog-
nized that the.Arab boy-
cott can no longer be
dismissed as an irrational
irritant. Starting Dec. 1,
American exp.orters- and
related companies — in-

eluding banks — will be
barred from "answering
or complying in any way"
with anti-Israel or anti-
Jewish conditions set by
foreign buyers.
Establishing. legal penal-
ties of fines or loss of export
privileges, the new regula-
tions replace a weak and
sporadically enforced re-
quirement that companies
report any demands upon
them to the Commerce De-
partment.
The, Arabs' direct boycott
of Israel is a self-defeating

Women's Lib Hits
Banks in Israel

JERUSALEM (JTA) —
Women's liberation has
reached the Israeli banks.
The management of Bank
Tefahot (which specializes
in mortgage loans) in-
structed its branches to al-
low women to be co-signers
in loan applications, the
management wrote Knesse-
ter Marsha Friedman of
Yaad.
The Knesseter raised the
issue after she discovered
the bank approved only one
woman co- s igner out of the
three necessary to approve a
loan.

Target Practice
Problem in Israel

JERUSALEM (JTA) —
Israelis, who have a pen-.
chant for target practice,
have posed a serious prob-
lem.
A shortage of shooting
ranges especially in the Je-
rusalem district has led
some civilians to engage in
some wild shooting and
thereby endanger lives,
Knesseter Eliezer Ronnen
reported to the Knesset.
He noted that close to
100,000. Israelis are licensed
to hold firearms, and de-
manded that more shooting
ranges be set up.
