Later the ideology of boycott was extended to third countries; loyalty to the Arab cause demanded severing com- mercial relations with for- eign companies conducting significant business with Israel. For most of these decades the boycott was honored largely in the breach. When an Arab Government really wanted to do _business with a foreign company, it did so despite the blacklist, scarcely bothering with a -face-saving rationalization. Since 1973 and the vast build-up of oil dollars in the Middle East, however, the boycott has emetged as a potentially serious threat — not so much to Israel di- rectly, but to American and other countries' trading in- terests pressed to adhere to offensive and discrimina- tory conditions set by their newly wealthy clients. The Ford Administra- tion has belatedly recog- nized that the.Arab boy- cott can no longer be dismissed as an irrational irritant. Starting Dec. 1, American exp.orters- and related companies — in- eluding banks — will be barred from "answering or complying in any way" with anti-Israel or anti- Jewish conditions set by foreign buyers. Establishing. legal penal- ties of fines or loss of export privileges, the new regula- tions replace a weak and sporadically enforced re- quirement that companies report any demands upon them to the Commerce De- partment.
