But if the present talks

next step "to reach for an
overall settlement which
would be more difficult to
achieve," the premier

clarify the elements and the
differences of opinion and to
avoid too many expectations
which would lead to too
many disappointments..Ra-
bin doubted the possibility
of another interim agree-
ment with Syria which, he
said, could lead to new ten-
sion in the area.
Last week, the prime
minister's office denounced
as "lies and falsehoods"
newspaper reports which
said that he and President
Ford had reached a "secret
agreement" in Washington
on a new interim accord be-
tween Isr?el and Egypt. The
report, published in Maariv,
cited "diplomatic sources in
Washington" as the source
of that information.
The cabinet, meanwhile,
adopted a resolution endors-
ing the continuation of rye
gotiations for an interim
settlement with Egypt and
authorized Premier Yitzhak
Rabin, Foreign Minister
Yigal Allon and Defense
Minister Shimon Peres to
continue conducting nego-
tiations toward that end.

The two ministers of

the
Independent Liberal Party
— Moshe Kol and Gideon
Hausner — abstained from
voting on the resolution.
They maintained that the
negotiations should not be
left entirely in the hands of
the premier, foreign and
defense ministers and ob-
jected to negotiating for an
interim agreement instead
of an overall settlement.

Rabin Reveals 'Quiet' Talks Aim
for Interim Agreement in M.E.

JERUSALEM (JTA) —
Premier Yitzhak Rabin re-
vealed Wednesday that ne-
gotiations toward a new in-
terim agreement with
Egypt are currently being
conducted "in a quiet man-
ner through diplomatic
channels," but indicated
that Israel will not be pres-
sured into accepting any
terms it considers unaccept-
able.
If the conditions of the
other side in the present
talks are not acceptable, Is-
rael will have to say "no"
gain as it did last March,
,cabin told 150 Israel Bond
organization leaders from
seven European countries in
a meeting here.
He said, however, that
Israel is in a better negotiat-
ing position now than it was
last March during Secretary
of State Henry Kissinger's
"shuttle" efforts. The situa-
tion since then has not
worsened "and perhaps even
the opposite has happened,"
Rabin said.

NEWS

At a press conference
Wednesday, President Ford
said that the U.S. will "not
permit stalemate or stagna-
tion in the Middle East" but
that the U.S. has not com-
pleted its reassessment of
policy in that area. The
President said that "the
longer we have no move-
ment toward peace in the
Middle East, the more likely
we are to have war and all of
its ill ramifications."

Foreign Minister Yigal
Allon, meanwhile, warned
the U.S. government against
interposing ideas of its own
or pressuring Israel.

"There is room and there
is necessity for further ef-
forts to overcome the re-
maining points of disagree-
ment," Allon asserted.
Israel would make every ef-
fort to pursue such efforts.
"But negotiations can only
be conducted if there is no
threat or pressure from any
source," Allon said.
He said Egyptian war
threats would only make,
Israel less willing to make
concessions. "Nor should
the -U.S. use its reassess-
ment to make us a little bit
concerned over it policy
.towards us," he added.
The progress that Rabin
had made in Washington
was "significant and impor-
tant," Allon said. "But some
problems still remain open."
Israel needed no urging
from the U.S. to pursue ev-
ery effort to negotiate since
it sincerely wanted an in-
terim agreement as a
method of positive move-
ment towards further
broader accords, Allon said.

Love him who reproves
thee on account of thy
faults, and hate thy flat-
terer, for the former brings
thee to the life of the other
world to come and the latter
causes thee to depart from
the world.
