The recent Louis Harris
poll found, to the surprise of
many American Jews, a
"rather lopsided 66 percent
to 24 percent of Americans
in favor of giving Israel
whatever it needs in the way
of military hardware," a
truly extraordinary figure
in the face of a general op-
position to military aid in
principal.
As Harris noted, the Arab
oil producers "badly miscal-
culated" American public
opinion. At the time of the
oil price increases, Arab
leaders anticipated internal
pressures on the U.S. gov-
ernment to take a more pro-
Arab policy.
But while the pressure of
the petrodollar outflow
seems to have affected the
Secretary of State's policies,
particularly in recent
weeks, American public
opinion has shifted against

There would seem to be
two overall forces motivat-
ing this increased support
for Israel. The first has to
do with the American con-
ception of the Arab states
and leaders, the other with
the public perception of
Israel. The two, of course,
are interlocked, but con-
stitute two distinct flows
of public opinion that in
the past year or two have
merged, rather to Israel's
benefit.

The Arab states are now
seen as nations of a wide
range of power—military
and economic—with inter-
ests of their own, interests
largely contrary to Ameri-
can ones.

The Yom Kippur War
turned into a long and
bloody one, draining Israel
of resources and lives. Is-
rael's eventual victory was
by no means as predictable
as it had been the time be-
fore. Clearly, her relation
to her neighbors had
changed for the worse.
And after having won a
hard war, she was held
back from an overwhelm-
ing victory by the U.S.

Public perception of Is-
rael has changed also, and
in a manner that has con-
tributed to support for her.
Up to the Six-Day War, Is-
rael was seen as a small
power, surrounded by hos-
tile states. But Israel
emerged as a military giant
of a small sort.
The plight of the Palesti-
nian refugees came to public
attention, and support for
Israel waned, not so much
in numbers on the poll
charts, but in the wake of a
nagging feeling that maybe
Israel was strong enough to
be more generous than it
was. There was a new un-
derdog in the area, and Is-
rael no longer was seen as
quite so seriously threat-
ened.

Israel garnered sympa-
thy, both as a victor long-
provoked and then held
back, and at the same time,'
as an underdog, for its vic-
tory carried a high price and
revealed the forces arrayed
against her. Israel was now
a small nation caught in a
very large net, and public
sentiment swung to her
side.

Jews Denounce
Montreal Paper

MONTREAL (JTA) —
Use of the - term "Jewish
Mafia" in headlines and
stories by a Montreal daily
newspaper has been de-
nounced by a Canadian Jew-
ish official as irresponsible
and immature.
The charge was made
against the Montreal Ga-
zette by Joel Pinsky, chair-
man of the joint community
relations committee of the
Canadian Jewish Congress
and Bnai Brith. A Montreal
policeman told a Quebec
police commission that a
former city official was a
member of "the Jewish
Mafia."
Although Gerry Snyder's
name was not mentioned
initially, Snyder, who is not
Jewish, issued an imme-
diate statement to the press
in protest. Snyder has long
been a close associate of
Montreal Mayor Jean Dra-
peau.
