Tel Aviv Court to Sentence Tzur on Corruption Charges

TEL AVIV (JTA) — A
three-member Tel Aviv Dis-
trict Court said it will pass
sentence Monday on Mi-
chael Tzur, former manag-
ing director of the Israel
Corporation and former
chairman of the Zim Israel
Navigation Co., who pleaded
guilty to 14 counts of lar-
ceny, bribery and corrup-
tion.
Tzur, 52, is the highest
ranking Israeli public offi-
cial ever to be charged with
such offenses. He faces
maximum prison terms of
10 years on each of the

counts against him which
include theft, embezzle-
ment, betrayal of confid-
ence and mishandling public
funds.
A protege of former Fi-
nance Minister Pinhas Sa-
pir, he was named chairman
of the board of the Zim
Lines in 1967 at a time when
the national steamship com-
pany was in serious finan-
cial straits.

from that post and from the
Zim Lines last year after it
was learned that he had in-
vested monies ear-marked
for Israel's capital develop-
ment in dubious enterprises
of his personal friend and
business associate Tibor
Rosenbaum, a Swiss-Jewish
financier.
The collapse of the Rosen-
baum financial empire re-
sulted in severe losses for
the Israel Corp. and the Zim
Lines and exposes the fact
that Tzur had transferred
the public monies without
the knowledge or approval
of the Israel Corporation's
board of directors. Rosen-
baum was arrested in
Switzerland earlier this
month and is being held on
$2 million bail on charges of
financial malfeasance.

In 1970 he was named
managing director of the
Israel Corp., a multi-mil-
lion dollar quasi public.
investment organization
headed by Baron Edmund
de Rothschild whose pur-
pose was to amass capital
for Israel's industrial de-
velopment.

tee as a direct consequence
of the numerous instances
of bribery, collusion and
incompetence in the De-
fense Ministry and the
armed forces now under in-
vestigation. Corruption in
nearly all government min-
istries, branches and agen-
cies was charged in the re-
port just released by State
Comptroller Yitzhak Neben-
zahl.

— Israel's aviation industry
supplied the defense forces
with 100 jet fighters of the
"Kfir" type and is expected
to provide an additional 100
planes by the end of this
year, according to a report
in Aviation Week.
The article also says that
the Israelis have offered to
sell the Israeli-made jet to a
number of other countries,
amongst them Peru and
South Africa, at a price
which is significantly below
that of comparable Ameri-
can and European fighting
planes.

Jew Plays Important Role
in American Revolution

A man in the 1770's
played a critical but little
known role in the American
Revolution. With the parti-
tion of Poland, Haym Salo-
mon — of Jewish-Po-
rtuguese parentage — left
his homeland to seek a new
life in the New World.
Salomon remained in the
British-occupied city of New
York as a supplier of goods
to American supporters and
was imprisoned by the Bri-
tish as a spy, losing all his
assets. Escaping to Phila-
delphia, he built up another
business as a broker and
commission merchant; this
time he worked with French
supporters because of his
command of several lan-
guages.
Noticed by the American
Superintendent of Finance,
Robert Morris, Salomon
was asked to handle the of-
ficial French/American
fund exchanges -- which en-
abled him to personally con-
tribute to the cost of the
American cause.
Himself an immigrant at
a time when Jews had little
status here, Salomon raised
most of the money needed to
carry on the Revolution and
actually saved his new coun-
try from financial collapse.
He advanced loans to the
government and gave gener-
ously of his own funds to
pay the salaries of officials
and army officers.
An antiqued bronze
medal dedicated to Salomon
gives significant insight be-
hind the scenes of Revolu-
tionary fighting. The U.S.
Postal Service also selected
him as one of four "Con-
tributors to the Cause" —
lesser known heroes of the

Revolution for this year's bi-
centennial stamps.
A block of four Salomon
issues with official First-
Day-of-Issue cancellation in
Chicago accompanies the
medal whose inscription ties
together the new American
spirit with Old World ideals
brought by its early settlers.

Israel Hospital
Marks 1 01 st Year

Zedek Hospital in Jerusa-
lem, currently in a $35 mil-
lion building campaign to
erect the largest hospital

will celebrate its 101st year

House official under Rich-
ard M. Nixon, was named by
President Ford to serve as
the U. S. representative on
the human rights commis
sion of the United Nations
Economic and Social Coun-
cil.

succeed Philip E. Hoffman,
who is resigning.
