Industrialist Fishman Will
Receive Bonds Tribute
Friends, associates and
leaders of Detroit's Israel
Bond organization will be in
Miami Thursday to honor
Nathan Fishman on the oc-
casion of his 80th birthday.
A prominent industrial-
ist, Fishman was a pioneer
in the Israel Bond drive. He
is a member of the Prime
Minister's Club and has
hosted the annual Florida
Israel Bond inaugural re-
ception for many years.
A young immigrant
worker in Detroit, Fishman
left his job with the Ford
Motor Co. in 1919 to start
the Star Steel Supply Co.
The company has grown
into one of the largest dis-
tributors of heating and air
conditioning equipment and

U.S. Reserve Board Approval
Urged for Foreign Inventors
Congressman William M.
Brodhead (17th District -
Mich.) called upon Congress
to enact legislation which
would subject the purchase
of United States banks by
foreign investors to the
prior approval of the Fed-
eral Reserve Board.
Brodhead said that he
also supported amendments
to the Federal Bank Holding
Act to require financial dis-
closure of all American
holdings by a foreign inves-
tor who wishes to purchase
a major interest in an
American bank.
In responding to ques-
tions about the recent pur-
chase of controlling interest
of the Bank of the Common-
wealth by foreign investors,
Brodhead acknowledged
that "under present law, the
government probably lacks
the legal authority to curtail
foreign investments in
American banks."

"But banks," Brodhead
noted, "are different. Just
as the press shapes the pol-
itical life of a nation, banks
shape our economic life.
Through its lending and
management policies, a
bank may exercise great
control over the activities of
its borrowing customers. A
large bank has far more
control over an outside busi-
ness than does, for example,
an automobile company."
"Subjecting foreign bank
investors to the prior ap-
proval of the Federal Re-
serve Board and requiring
full disclosure of their other
American holdings is one
way in which bank pur-
chases can be subjected to
careful review."
Brodhead noted that the
Banking Currency Commit-
tee presently has several
proposals pending "and may
be taking action in this ses-
sion."
