Q. What is the purpose of
the Endowment Fund Pro-
gram?
A. To provide concerned
members of the Jewish com-
munity with an opportunity
to enrich present and future
community programs, and to
ensure the continuation of
basic services. The objec-
tives are threefold:
. . . To use the income of
the Endowment Fund for re-
search a n d demonstration
projects, for seed money to
meet on an experimental
basis the communal needs
which Federation can not
provide t h r o u g h normal
budgetary processes.
. . . To create a reserve to
meet emergencies and to
protect operating standards
(provide a cash reserve) in
the event of a failure of the
Allied Jewish Campaign.
.. . To provide a resource
for the unforeseeable catas-
trophies which from time to
time confront world Jewry.
Q. Is the Endowment Fund
another annual fund-raising
campaign?
A. No, the program is not
an annual fund-raising cam-
paign such as the Allied Jew-
ish Campaign or the Torch
Drive. It is a continuing ef-
fort to build a reserve for to-
morrow. As the Campaign
asks every member of the
Jewish community to make
one gift every year to sup-
port today's needs, the En-
dowment program asks one
gift from every member of
the Jewish community—dur-
ing lifetime or through a will
— to support tomorrow's
needs. This is the purpose
of the on-going "Declaration
of Intent" program.
Q. What is a "Declaration
of Intent?"
A. Perhaps the most im-
portant recent innovation of
t h e JWF-UJC Endowment
Fund is the adoption of the
"Declaration of Intent" pro-
gram. This program affords
an opportunity for an indi-
vidual to affirm now, and
without legal obligation, that
he supports the concept of
"endowing" t h e organized
Jewish community. He does
not have to give anything
during his lifetime. His com-
munity legacy does not inter-
fere in any way with his an-
nual contribution to the Allied
Jewish Campaign. .
A concept filled with great

promise, it affords individ-
uals at all levels of giving
an opportunity to express
their real altruism. In this
manner, we can ensure a
financial stability for future
generations, and enable fu-
ture leaders to deal effec-
tively with the ever-present,
ever-changing problems af-
fecting the preservation of
Jewish life and its values. By
signing a Declaration of In-
tent, the individual indicates
his desire to remember Fed-
eration in his will, or in
whatever manner he chooses.
His legacy may take the fol-
lowing dispositions:
1. Unrestricted giving to
Federation.
2. Given to Federation for
a specific area of service.
3. Given to Federation in
behalf of one or more desig-
nated constituent agencies.
4. Given directly to a con-
stituent agency or agencies.
Q. What is the form of a
"Declaration of Intent?"
A. A typical Declaration
states —
"I want to do my share to
aid future generations and
to assure the continuity of
services of the Jewish Wel-
fare Federation and it s
agencies. Therefore, I have
made provision or I will
make provision to include
Federation (or any of its
agencies) through
• a bequest in my will
• a life insurance policy
• a family fund or chari-
table trust within the next
6-12 month.
The Declaration of Intent
is a moral obligation only.
No legal commitment is in-
volved."

Talks on Israel Public Relations Need in U.S. Called Encouraging

NEW YORK (JTA)—Rabbi
Israel Miller, chairman of
the Conference of Presidents
of Major American Jewish
Organizations, said he was
"deeply gratified" by discus-
sions he held in Washington
with Israeli Foreign Minis-
ter Yigal Allon on Israel's
public relations needs in the

United States.
Rabbi Miller said he had
exchanged views with Allon
on new ways to support Is-
rael's cause in the United
States and also on the "spe-
cial importance" of express-
ing solidarity with Soviet
Jews following the Soviet de-
cision to nullify the 1972

trade agreement with the
United States.
Allon, Rabbi Miller said,
evinced a close understand-
ing of the importance of
strengthening programs of
information and education in
the general and Jewish com-
munities in the U.S.
The Am e r i can Jewish

leader said there was broad
agreement on the need to
build public appreciation of
Israel's need for secure and
agreed-upon borders and on
the role of an economically
and militarily secure Israel
in enhancing American stra-
tegic interests and advancing
the cause of world peace.

TEL AVIV (ZINS) — Gen-
eral Rehoboam Ze'evi, writ-
ing in Yediot Ahronot, tells
how, during the long period
of Ottoman rule of Palestine,
it was the practice of the
Turks, on the day of the
death of the Sultan, to de-
liver the keys to Jerusalem's
city gates to the chief rabbi,
who held those keys until a
new Sultan was crowned.
The keys were turned over
to the Jews to symbolize
their right and title to the
city of Jerusalem. This
transfer ceremony was con-
ducted by the Moslem gov-
ernor with the agreement of
the Moslem Mufti and the
Moslem Cadi.

Dallas Federation
Office Destroyed

DALLAS (JTA)—A fire of
unknown origin totally de-
stroyed a building housing
the Jewish Welfare Federa-
tion of Dallas and one of its
constituent agencies.
Police investigating the
blaze have found no evidence
of arson, according to Wal-
ter J. Levy, executive direc-
tor. Levy said the federation
was continuing to operate
from temporary quarters
made available in the auxil-
iary building of the Jewish
community center.
