Hofmann said that one of
the few genuine UN achieve-
ments was the 10,000 man
peace-keeping force separat-
ing Israel and the Arabs in
the Sinai and on the Golan
Heights.
He said next summer's
sessions to discuss amend-
ments to the UN Charter will
probably follow the lines of
debate that concluded this
General Assembly session:

majority."
"The Western povvers in-
sist on greater realism in the
United Nations. They have
warned that continuance of
the present trend, with large
majorities putting through un-
enforceable resolutions, would
transform the Assembly into
a lobby for resentful Third
World nations, no longer
taken seriously."
The Soviet Union opposes
any changes in the way the
United Nations works.
The Soviet delegates rou-
tinely voted with the Third-
World bloc, but appeared to
do so more for fear of being
outflanked by the Chinese
than for any other reason.
The British representative,
Ivor Richard, said the Soviet
delegation had "a very bad
session."
He said neither the Soviet
nor other Communist coun-
tries had anything meaning-
ful to say on such major is-
sues as trade relationships
with developing nations- or
development aid. "except to
blame it all on the West."
Hofmann added that the
mood of the Assembly sug-
gests that a crossroads has
been reached between a con-
structive reassessment or
total irrelevance. • But dele-
gates also insist that the Se-
curity Council is irreplace-
able—"if only as a frame-
work for international crisis
management and for admin-
istering deals between the
superpowers."

JERUSALEM (JTA) Im-

Jews immigrated to Israel
from the 'USSR while this

Hebrew writer Hanoch Bar-
tov declared that the 117 del-
egates of the convention were
not elected according to the
Israeli Constitution. He said
he would appeal to the Su-
preme Court of Justice.
The new Federation repre-
sents 600 writers of the four
Unions. The new united Union
of Hebrew and Arab writers,
which had been established
a year .ago, did not join the
Federation.
