TEL AVIV—The pilot of a
TWA flight from Tunis to
Tripoli held up his passen-

learned that Abu Iyad, the
second-ranking officer of El
Fatah and commander of
the Black-September organi-

NEW YORK—Israel con-
cluded negotiations in Brus-
sels on an agreement which
stipulates that all Israeli in-
dustrial, and some agricul-
tural, products sold within
the European Common Mark-
et will become completely
duty-free by July 1, 1977.
The new agreement, the
first to be negotiated with a
Mediterranean country, will
allow industries located in
Israel to compete with Euro-
pean markets oh an equal
footing while enjoying the
benefits of a protected local
market for a short time.
In accordance with the
new agreement, Israel will
have to gradually reduce
and eventually abolish cus-
toms duties on its imports
from the Common Market.
