Fahmi's Population Statements
Could 'Have Hurt Peace Chances
WASHINGTON (JTA)—Un
"This last statement, was meat imposed a "large and
dersecretary of State Joseph very, very unhelpful. Candid. serious question mark over
J. Sisco said Monday that he
would not take "seriously"
Egyptian, Foreign Minister
Ismail Fahmi's statement, on
freezing Israel's population
and called for "a ceasefire on
this kind of propaganda state-
ment" He also declared that
the United States does not in-
tend to negotiate with the
PLO and is not "pressuring
Israel to negotiate with the
PLO;" _He defended Ameri-
ca's step-by-step diplomacy
as "the only practicable ap-
proach" to a final peace set-
tlement in the Middle East.
Sisco, who is undersecre-
tary for political affairs, ad-
dressed a -Meeting of the
Greater Washington Jewish
Community Foundation at
the Jewish community center
here. He referred at some
Ighgth to what has beconie a
matter of immediate concern
—Fahmi's demand that Israel
halt immigration for 50 years
and return to the 1947 parti-
tion boundaries.
He characterized that stAe-
merit as "very, very unhelp-
ful."
Referring to Fahmi's pro-
vocative demands, Sisco said
"candidly, we have tried to
advise both the Arabs as well
as• the Israelis- to downplay
and to say as little as possi-
ble with respect to the other
side and the reason we have
done this ia that we under-
stand that a number of these
statements made by one side
or another at a given time is
for domestic consumption.
ly, I would not take it ser-
iously. I hope we can . get a
cease-fire on this kind of pro-
paganda statements because
I think they are terribly un-
helpful to our efforts."
In Jerusalem, shock and
disappointment was the reac-
tion to Fahmi's demand that
Israel suspend immigration
for 50 years and return to the
1947 partition boundaries.
From the hawkish Likud to
the doveish Mapam, political
figures expressed the view
that Fahmi's remarks, if ta-
ken at face value, foreclosed
any hope that- Egypt is inter-
ested in a politiCal settlement
with Israel and made negotia-
tions for a , second. stage
agreenient with Egypt point-
less at this time.
Some political observers
speculated that Fahmi may
have made his remarks for
the benefit of the Arab hard-
liners—Syria, the PLO, Libya
and Iraq.
Nevertheless, it was gener.
ally noted that the Egyptian
diplomat had exposed 'more
nakedly than ever the wide
gap betWeen. the Israeli and
Egyptian views of a peace
settlement. Israel's basic pre-
mise in preparing to negoti-
ate a second stage agreement
with Egypt has been that a
settlement must constitute
substantial progress toward a
final peace.
Premier Yitzhak Rabin
said at the weeklyCabinet
meeting

neither the restraint of immi-

He said Israel also utterly

idea of a "democratic secu-

by the Palestine Liberation
