Although Israel enjoys a
comparatively high standard
of living, and the govern-
ment has established many
sophisticated programs for
the alleviation of poverty,
some poverty still exists. The
average income is very low
in the twin communities of
M a'a 1 o t-Tarshika, for ex-
ample, which Save the Chil-

works in the village of Rafah.
SCF is helping the people
by involving them in the con-
struction of facilities that will
enrich the life of the corn-
munity. Despite interruptions
caused by the war and the
calling away of most of the
able-bodied men, SCF with
the villagers' help have been
able to complete Moadon
(Club) 302. The adults assist-
ed with the construction of
this pilot center, and when
it was completed the chil-
dren themselves cleaned up
the place in time to accept
delivery of games and equip-
ment.
At the club, children re-
ceive a modest breakfast,
supervised play and tutor-
ing. Playgrounds are also un-
der construction, with SCF
funding.
Facilities for children are
a top priority for this Jewish-
Arab community, because
Ma'alot-Taishika grows more
and more alienated from Is-
raeli society as the young
people leave home in search
of job opportunities which
are scarce in the municipal-
ity.
For those remaining, the
lack of facilities to channel
their youthful energies can
lead young people into delin-
quency. In the near future,
SCF hopes to establish schol-
arships and give vocational
training.
Save the Children Federa-
tion puts a strong emphasis
on education, and one of the
principal aims of sponsorship
is to encourage students to
finish their schooling. This
is especially important in
Ma'alot, where there are
often heavy parental pres-
sures to have the child quit
school and work to help sup=
port the family.
