services which will be needed
by this increasingly large
segment of our population.
It sometimes seems a slow,
careful, and deliberate plan-
ning process, this Federation
examination of current ser-
vices, future needs. and soc-
iological and demographic
trends. But as proven by the
special poverty allocations
made to JFCS this spring,
Federation showed that it can
also act quickly when urgent
community needs so require.
Detroit's response to the
infamous attack upon Israel
on last Yom Kippur was a
proud example of the quick
action possible to us in time
of emergency. Within a short
time, our community trans-
mitted millions of dollars to
sustain Israel's humanitarian
services, which themselves
parallel those of Federation
agencies within our own
neighborhoods. A special

During this past year, too,
our Health and Welfare Bud-
get and Planning Division
worked with citizens con-
cerned with the needs of im-
poverished Jews and with the
Jewish Family and Children's
Service, the agency which
gives service to the needy.
The result of that study de-
termining the extent of that
need, (a study which investi-
gated in great detail 200
case histories), was an addi-
tional allocation of Federa-
tion monies for immediate
use in direct financial aid
through the Jewish Family
and Children's Service.
While Federation agencies
supplied the mechanisms to
care for immediate needs and
on-going p r o g r am s, the
Health and Welfare Division's
specially-appointed Subcom-
mittees on Aging was meet-
ing with those agencies which
give service to elderly to as-
