200,000 Arab Visitors on Their Way;
Israelis More Cautious Than in Past

By MOSHE RON
TEL AVIV—Some 200.000
Arabs from the neighboring
countries will visit Israel
this summer to visit their
relatives in the occupied ter-
ritories-.
The Israeli Security Forces
are already for these "pil-
grims." During July through
October 2,500 Arabs will ar-
rive daily from Jordan, cross-
ing the Allenby and Damiya,
bridges. In the last four
years, 500,000 Arab tourists
have come to Israel.
Until the outbreak of the,
Yom Kippur War, King
Hussein was not enthusiastic
about this tourism. He put
great difficulties be f or e
Arabs who wished to visit
Israel. Sometimes special
taxes were introduced, they
were kept on the Jordanian
side of the crossing for a
long time, and their stay in
Israel was -limited.
After the war, when the
Arab countries were voicing

their demands for a terri-
torial settlement of the Pal-
estinian problem not within
the framework of Jordan,
King Hussein wish e s to
please his Palestinian citi-
zens and has introduced
great facilities for those who
wish to visit their relatives
in Israel.
He has issued special pass-
ports for Gaza inhabitants.
He also wishes to prove to
the population in Judea and
Samaria that he and Jordan
are 'attached to the popula-
tion of the occupied terri-
tories and are caring for
them. The king sends much
money to the municipalities
and villages of these terri-
tories to gain their support.
King Hussein hopes that
when the problem of the Pal-
estinians is dealt with at the
Geneva Conference, a Pal-
estinian delegation from the
occupied territories will par-
ticipate and support his fed-
eration plan.

JERUSALEM—West German
press magnate Axel Springer,
presented a check for over
$400,000 to Rose E. Matzkin,
president of Hadassah, for
the rehabilitation center being
built at the Hadassah medi-
cal complex on Mt. Scopus.
The money was donated by
readers of the Springer pub-
lications to aid the wounded
soldiers of the Yom Kippur
War. Springer said that the
donations came in small
amounts of three, five and 10
marks, from thousands of
West Germans.
"Irrespective of political
views, the overwhelming ma-
jority of the German people
are- sympathetic to Israel,"
he said.

There is no full satisfaction
from this "tourism" in the
neighboring countries as a
great number of the tourists
can see themselves that their
Arab brethren in the occu-
pied territories enjoy a bet-
ter standard of life, work
together with Jews, have
better schools, hospitals and
housing conditions. This is in
great contrast to the atrocity
propaganda which the Arab
leaders wage against Israel.
Many lawyers, physicians,
engineers and political func-
tionaries from Arab countries
visit their friends in Israel.
They had thought that each
Arab house in the occupied
territories was guarded by
Israeli soldiers.
An engineer from Lebanon
who visited Abu Sulaf, editor
in chief of the Eastern Jeru-
salem daily El Kuds was
sure, that the editorial board
of the newspaper was under
the rule of the military gov-
ernment. He was surprised
to find Sulaf chatting with
his friend, Ovadia Donun,
the Arab counselor of the
Israeli police. "Where are
the Israeli soldiers?" the
visitor asked. Sulaf smiled
and told him the truth about
life in the occupied terri-
tories.
Some visitors return to
their countries and tell their
relatives and friends, that
there is no truth in the atroc-
ity stories. Arab visitors
came to the beaches of Tel
Aviv, Haifa, Natanya and
Ashkelon. They appear in
night clubs, student clubs,
universities and hospitals.
When the former minister
for defense, Moshe Day-an,
introduced the policy of open
bridges with Jordan, many
were afraid that terrorists
would also cross to organize
cells in the occupied terri-
tories. During the five years
of open bridges, only 20 visi-
tors were caught with ex-
plosives and only a few were
detected as organizing ter-
orist cells.
Now the situation is a bit
different. After the Yom
Kippur War, Arab terrorists
have ,intensified their activi-
ties, and the Israeli authori-
ties have increased security
controls.
The last brutal murder
actions of terrorists in Kiryat
Shemona, iMa'alot, Shamir
and Nahaniya have aggra-
vated the atmosphere toward
the Arab visitors. The Jewish
population is reluctant and
cautious in its relations with
them.
