it was announced here Tues-
day. Defense ministry
sources indicated that Gur
would not be returning to his
Geneva assignment, but there
was no immediate announce-
ment of who would replace
him there.
The Geneva negotiators
have held six sessions, their
last over a week ago, and
were to have met again Tues-
day. It was announced on
Monday, however, that furth-
er talks have been put off
until Jan. 25, apparently in
view of U. S. Secretary of
State Henry A. Kissinger's
current efforts to engineer a
top - level Israeli - Egyptian
agreement on disengagement.
The Egyptian negotiators in
Geneva returned to Cairo
Monday. The Israeli team
has been home for a week.
There was no indication
from official sources as to
why Gur was returned to ac-
tive military duty at this
time. Prior to his appoint-
ment as chief Israeli mili-
tary negotiator in Geneva he
had served as military at-
tache in Washington and be-
fore that had commanded
Israel's northern front.
Gur replaced Maj. Gen.
Itzhak Hoffi, who command-
ed the Syrian front during
the Yom Kippur War and
has now been assigned to
general headquarters as chief
of operations. Another top-
level shift in the army an-
nounced Tuesday was the
appointment of Maj. Gen.
Avraham Adan, an armed
corps commander, to com-
mand the southern front that
includes most of Sinai and
the front with Egypt on both
banks of the Suez Canal. He
replaces Maj . Gen. Israel
Tal, who has been reassigned
to g e n e r al headquarters
where he previously served
as deputy chief of staff.

groups last week by Moshe
Barneah, secretary of the Is-
raeli branch of Amnesty In-
ternational.
He noted that thousands of
them were distributed to
Egyptian soldiers by the
Army Information Service
with instructions signed by
Shazly, who was chief of
staff of the Egyptian army
at the time of the Yom Kip-
pur War.
The instructions ordered
Egyptian soldiers to "kill
mercilessly" all Israel*
POWs. "Hit them, kill them
wherever you find them as
they (the Jews) are a na-
tion of treacherous charac-
ter. They pretend to give up
only to kill you in treacher-
ous ways," the pamphlet
said.
A spokesman for the Egyp-
tian Embassy here "strong-
ly denied" that the former
Egyptian chief of staff had
at any time given orders to
kill Israeli POWs.
The spokesman claimed
that such orders bearing
Shazly's name were forged
by Israeli veterans organiza-
tions.

uaism in America, currently
marking the 100th anniver-
sary of its central congrega-
tional _body, the Union of
American Hebrew Congrega-
tions, faces serious problems
of an erosion of its strength
through intermarriage and
lack of strong theological
commitment.
This conclusion is reached
by Prof. Sefton D. Temkin, of
the Department of Judaic
Studies of the State Univers-
ity of New York at Albany,
in the lead article of the 1973
American Jewish Year Book,
which has just been pub-
lished. The Year Book is pub-
lished jointly by the Ameri-
can Jewish Committee and
the Jewish Publication So-
ciety of America.

Doron also denied an Egyp-
tian charge that agricultural
activities in the area were
harmed by the Israeli occu-
pation. He said a majority of
the farmers left as a result
of the Egyptian authorities
closing off fresh water sup-
plies.

Israeli Statement at UN Repudiates Egyptian
Charges of Violation of Civilian Human Rights
UNITED NATIONS (JTA)
—Israel has made a point-by-
point refutation of Egyptian
allegations that it violated
the rights of the inhabitants
of the west bank of the Suez
Canal in contravention of the
Fourth Geneva Convention on
the human rights of local
populations in occupied ter-
ritories.
The alleged breaches were
dealt with in a letter sub-
mitted to Dr. Gonzalo Facio
of Costa Rica, president of
the UN Security Council, by
the acting permanent Repre-
sentative of Israel, Ambassa-
dor Jacob Doron.
The letter described as
"baseless" Egyptian allega-
tions that civilians on the
west bank of the canal were
forced to evacuate the zone,
