Editorial: UN Must Act

to Prevent Terrorism

(Continued from Page 1)
But the committee ignored'
t eevidences of international
criminality when it met for
15 minutes the first day —
July 19 — and less than a
half hour the next, ignoring
the mounting dangers and re-
sorting to the pressures from
the Arab and Soviet blocs
which have 'prevented firm
action to end the international
horrors.
In anticipation of the UN
Security Council discussion of
possible approaches to the
terrorist threats, a memor-
andum was presented to UN
Secretary Kurt Waldheim by
the Israel government. Is-
rael's position included the
following :
"The violent acts of the
Arab terrorist groups, how-
ever styled, are acts consti-
tuting criminal offenses and
are punishable in accordance
with th e laws applicable to
crimes. The members of the
Arab terrorist groups do not
belong to any of the categor-
ies of persons enumerated in
the Third Geneva Convention
relative to the treatment of
prisoners of war of Aug. 12,
1949. Consequently, Israeli
courts and tribunals have
consistently dismissed t h e
contentions that members of
the groups arrested are en-
titled to the status of prison-
ers of war.

Israel: Arabs' New Mecca

Travel agents do well dur-
ing the summer months.
They organize tours, starting
with a one-day tour to the
beach at Nahariya or Nat-
anya, and up to a week's tour
of Sinai, via Tel Aviv.
The summer visitors be-
have like all other tourists,
buying souvenirs and hand-
ing out tips. The guides say
that they are more quiet and
polite than the Israeli tour-
ists. The military govern-
ment organizes tours for the
students among the summer
visitors to scientific institu-
tions in Israel.
During a tour held last
year at the Technion in
Haifa, some of the students
inquired about the possibility
of enrolling for the next aca-
demic year.
A sizeable number of sum-
mer visitors come for still
another reason: they seek
.medical assistance for ail-
=ments that cannot be treated
adequately elsewhere in the
--Middle East. Hadassah Hos-
pital has been most notable
in this area, and a number
of Arab patients indicate
that they were referred there
by their own physicians in
Arab lands. Treatment is
free to those who cannot af-
ford to pay.
After a lengthy stay in Is-
rael, the visitors realize that
not all the stories reported
in the Arab press, radio, and
television are true. In spite
of the stories of their friends
and relations in the Gaza
Strip and on the West Bank,
they compare the economic
situation and the prosperity
in Israel and the administer-
ed areas to that of the Arab
countries, and realize that Is-
rael compares very favorably
with her neighbors.
