The need to continue these vital
programs is obvious. Cash is urg-
ently needed to provide new im-
migrants with services in housing,'
education welfare and health pro-
grams . . . services they must
have now; services that must begin
immediately upon their arrival in
Israel. The unprecedented need for
cash that exists must be answered,
and answered quickly."
He concluded, "We must under-
stand and answer these needs by
stimulating an increase in our
cash flow. When a member of the
cash committee calls you — re-
spond—keep the promise."

Ambassador" competition spon-

Scholars to Propose
Model Law on Right
to Leave Any Country

NEW YORK—The Jacob Blau-
stein Institute for the Advance-
ment of Human Rights has joined
with the faculty of law of the
University of Uppsala, Sweden.
and the International Institute of
Human Rights (Foundation Rene
('assin), in sponsoring a three-day
international colloquium on the
right of an individual to leave any
country, including his own, perma-
nently or temporarily.
The colloquium will take place at
the University of Uppsala June 19-
21. Leading legal scholars, inter-
national officials, and representa-
tives of universities and of govern-
mental and non-governmental or-
ganizatiens are expected.
