charge of a "secret deal" by
which several Zionist factions,

the pentral Election Board in
Jerusalem, allegedly allocated to
themselves more mandates than
wirranted by their membership

"Not only that, but the par-
ticipants in this secret deal then
proceeded to distribute 47 of the
83 mandates 'which they had -pre -
'dog* suggested should be ills=
tributed in accordance with - a
mail ballot," Adelson added.

ization was "appealing to the ex-
ecutive of the World Zionist Or-

But a strong re-affirmation of
the :mail ballot procedures was
issued by the Labor Zionist Move-
.ment-, which -includes Poale Zion,
Farband, Pioneer Women, Friends
of Labor Israel and its youth or-
_ ganizations, Habonim: and Dror.
A statement signed by Dr. Leo
Diesendruck, Peale Zion presi-
dent; Samuel Bonchek, presi-
dent of Farband; and Esther
Zackler, president of Pioneer
Women, welcomed the decision
for mail ballots, which they said
was supported_ by over 80 per
cent of- the constituent organiza-
tions of the A71".
-The, statement added that al-
-though -45 per cent of the 152
American delegates would be al-
located- through the constituent or-
ganizations, 83 delegates would be
subject to the vote of individual
Zionists.
- But Prof. Howard L. Adelson,
president of the United Monists-
Revisionists ot America, declared
that "the... use of a mail ballot
system without controls is a clear
invitation to election irregular-
ities."
Adelson -- barged that "At a
secret _meeting attended by Hades-
sah, the- Labor Monist move-ment,
Mizzachil - and some members of
the Central: Election Board who
•had come from Jerusalem, a deal
was arranged . . . Participants
in this secret deal allocated much
higher percentages of the man-
dates to be distributed on an or-
ganizational basis to themselves
than are warranted by the mem-
bership rolls. Mizrachi was guar-
- =teed about 17 per cent of the
-aegis- to be distxibuted to organ-
izations whereas its enrolled mem-
- ben-bin _fa far from 17 per cent
of all ;Zionists in this country. The
Labor movement also was guar-
anteed 17 per `cent, even though
not
. its • actual membership -
umb of
warrant such a large er
mandates," Adelson charged.
