Mrs. Morton Barnett, president of Israel Club, Pioneer Women,
is one of a group of 33 Pioneer Women leaders attending its national
leadership study mission in Israel Feb. 11-25.

It would be amusing were it not
so tragic to witness how Jews
throughout history fail to give
nearly enough to meet the needs
of their stricken brethren. With
many exceptions they have given
handouts or tips instead of ade-
quate sums.
There hasn't been a single year
since Hitler's holocaust when the
Jews have given sufficiently. There
have been cases of hundreds of
German refugees who came to En-
gland, South Africa and in larger
numbers to the U.S.A. who've
made great financial successes,
who have given pennies instead of
dollars to help Hitler's survivors.
The most striking case of world
wide Jewish delinquency took place
just before the 20th century when
Herzl embarked on his quest to
create a Jewish state in Palestine.
In Paris he met with Baron Mau-
rice de Hirsch who told it to him
"the way it was" that he would
meet with failure in trying to raise
money.
The baron said: "The Roths-
childs will subscribe five hundred
francs. The rich Jews give nothing.
The rich are bad - they don't inter-
est themselves in the sufferings
of the poor."
Baron de Hirsch, only four years
earlier In 1891 wrote out a single
check for 10,000,000 pounds (850,-
000,000) to help colonize the Jews
in Argentine. The Rothsrhilds with
far greater wealth and prestige
were pygmies by comparison with
this man of super vision, magnani-
mity and largesse.
Sometime after this one and only
meeting with Baron de Hirsch,
Herzl wrote to him telling of his
failure in getting funds. All the
tycoons failed him as the baron
predicted. Herzl wrote by way of
explanation: "The Jews are at
present not to be helped. If one
showed them the Promised Land,
they would scoff at him. Yet I
know where the case lies; in
ourselves — we must sink still
deeper, be abused still more, spat
at, despised, flogged, plundered
and beaten until we are ripe for
this idea — we are not desperate
enough."
The man who gave $50,000,000 in
1891 to help his brethren — what
would he give were he reincar-
nated and alive in 1971 to save the
state of Israel?
What would he think of men
richer than he ever was who are
content to give $1,000,000 or even
less?
There are many Jews who were
reared in poverty who have.found-
ed companies now listed on the
New York Stock Exchange.

rich Jews of the world and Amer-
ica in particular fail to emulate
Baron Maurice de Hirsch? By tok-
en giving they fail to inspire the
masses.
I appeal to the super rich (net
worth ten million and up) to give
at least '10 per cent of their net
worth to insure Israel's survival
and also their own peace of mind.
I dare write the TRUTH because
God and hundreds consecrated to
Israel that know me since UJA
was organized, know that I prac-
tice what I preach.

Israel Parliament to Study Health Insurance Plan

JERUSALEM (JTA) — Health
Minister Victor Shemtov recently
announced in the 1Cnesset that a
compulsory national health-insur-
ance plan was being worked out
and that it would soon be submit-
ted to the parliament for approval.
The Mapam official said the plan
would operate under the existing
sick-funds and would have a far-
reaching effect on the populace.
He announced also that a
mental health center would be
opened soon in Jaffa and that It
would accept patients on a day-
time basis—that is, they would
return home each evening.
The new center, he said, would

ease the strain on the country's
overburdened mental institutions
and make a major contribution
toward the rehabilitation of the
mentally ill.
