Three Years
of Jerusalem
as United City

The airline of the people of Israel.

Jerusalem United. The aspira-
tion has at last been achieved,
but problems are still to be solved.
Until June 1967, life in the two
parts of Jerusalem continued on
different levels. In surveys con-
ducted in East Jerusalem imme-
diately after . the unification, it was
possible for •the first time to see
the differences in all spheres of
life between the "Jewish Sector"
and the "Arab Sector" of the city.
And the differences were many.
In the Western part in which the
Jews lived, the standard of life
on the whole was much higher.
This was true equally of the quality
of services and cultural activities.
Surveys show that the eastern
part of Jerusalem is inhabited by '
60,000 people, the great majority-
55,000—being Moslems, while the
remainder may be identified with
24 different religious sects. The
standard of private and public
services in East Jerusalem was
low: 30 per cent of the population ,
had no electricity in their homes:
60 per cent had no running water; :
70 per cent had no bathrooms and

In the field of education. 50
kindergarten classes have been
opened by Israel—such an educa-
tional institution was non-exist-
ent under Jordanian rule—and 100
classes have been added to the
primary school network. Health
services were established in all
schools. Laboratory and sports
equipment have been installed in
all educational institutions. Efforts
are now being made to develop a
vocational school network where
girls will learn sewing, hairdress-
ing, domestic science and cookery,
and the boys will learn carpentry,
metal work and electricity.
Several public clinics, as well
as a mother and child welfare
center have been opened within
and outside the Old City walls.
This alone does not, however,
characterize the improvement
and changes in East Jerusalem
since the reunification.

There is no unemployment in
East Jerusalem: and wages are no
longer as low as they were under
Jordanian rule.
Before the War of Liberation,
many of the Jewish residents of

Jerusalem spoke Arabic. Today
many Arabs are learning to
speak Ilebrew. They attach spe-
cial importance to the study of
the language which they regard
as a key to employment and to
communication with the Jews. •
The Jewish Quarter of the Old
City is being rebuilt. The scores of
synagogues and houses of study
that were destroyed under Jor-
danian rule are now being rebuilt,
and within a year's time many of
them will be open for worship
again. The work around the West-
ern Wall is still in progress. Ar-
chaelogical excavations are in full
swing, the plan being to unearth
the remnants of the Temple and
of the ancient city of David.
Numerically the ratio between
the Jewish and Aral) population is
3 to 1. The proposal is to divert
the majority of the new immigrants
to Jerusalem and eventually to I
bring the population up to the half
million mark.
What next? There is no clear cut
answer to this question. The union
of Jerusalem is a matter of many
years. The hatred between two
peoples cannot easily be uprooted.
But whoever reviews what has
been done since the reunion must
realize that despite the lack of full
collaboration between the Jews
and the Arabs, there is a certain
growing together between the two
peoples.
