2 Hopeful Factors in Grim M.E. Picture Seen
by Heinl: Sino-Soviet Rift, Suez Canal Closure

"Unless they've learned to walk
on water," the Russians won't
make an overt military commit-
ment in the Middle East, a noted
military analyst predicted here
last Thursday evening.
However, in a bleak survey of
the conflict between Israel and
her Arab neighbors, Col. Robert
Heinl listed a series of covert
maneuvers—including 5,000 "advi-
sers" in Egypt, Syria, et al—that
should give Western nations reason
to worry.
The Detroit News columnist,
author and commissioned Marine
officer flew from Washington for
a lecture sponsored by Adas Sha-
lom Synagogue.
In an area "dominated by in-
stability, hate and frustration, -
Russia has much to gain from:
the "adamant Arab refusal to ac-
commodate to the existence of Is-
rael"; Moscow's own obstruction
of any attempt to arrive at a
peaceful settlement; "the hasty
and premature withdrawal of the
British from the Persian Gulf" (a
move scheduled for 1971 which
will leave the oil-rich area ripe
for Russian appetites); and the
"displaced Palestine refugee s,
with their offshoot, the fedayeen."
Despite the mounting influence
of the USSR and a growing
"rabid hatred" of the United
States because of its support of
Israel, there are two hopeful
factors in the Middle East, said
Heinl. These are the Sino-Soviet
confrontation, which can sap the
energy of each, and the continu-
ed closure of the Suez Canal.
"The longer it's closed," he
said, "the less its future holds
out." The only countries that
really need the Suez are Russia
and Italy, Col. Heinl stated, add-
ing that alternate routes may once
again make of the Mediterranean
"an inland sea and less of a
highway."
But "what worries everyone,"—
including Egypt's Gamal Abdel
Nasser—said Col. fHeinl, "is the
snowballing growth, power and
violence of the fedayeen guerrilla
movement." The Israelis "profess
they're not worried, but privately
they will tell you they're more
worried than they profess open-
ly"
Col. Heinl said he believes any
solution in the Middle East must
.come out of bilateral negotiations
between Russia and the United
States. He admitted that current-
ly there is no agreement beyond
the point that both countries wish
to avoid a confrontation.
The United Nations is of little
use in the Middle East—"especial-
ly with Syria a member of the
Security Council" and despite the
skill of Gunnar Jarring, the Swed-
ish diplomat who has been en-
gaged in a mission to bring Israel
and the Arabs to some point of
agreement.
To questions expressing con-
cern that the U.S. won't supply
Israel with needed arms and
jets, Col. Heinl replied that he
was left with the impression
that should Israel need the
materiel, the U.S. would furnish
it. And, as they proved so well
in the War for Independence,
"Israelis are consummate gun
runners." Earlier, he s a i d,
"Israel militarily speaking can
still beat them all. Give them
bows and arrows, and they
could be in Cairo in 48 hours."
Col. Heinl, who was in the
Middle East for five weeks recent-
ly, said the Israelis were generally
frank with him, but on advance-
ments in nuclear fission, it is "a
