would develop between Israel and
the other countries of the Middle
East. This, he said. "is the only
key to stability, to mutual secu-
rity, and ultimately to a peace
that endures."
Secretary Finch was the guest of
honor at a dinner in San Francisco
sponsored by the State of Israel
Bond Organization, which was held
on the second anniversary of the
outbreak of the Six-Day War. More
than $600,000 in Israel Bonds was
sold at the dinner which was at-
tended by 850 persons.
The U.S. cabinet member paid
tribute to the American Jewish
community's devotion to Israel and
its spirit of unity with that coun-
try. He cited the sale of more
than S1,300,000,000 in Israel Bonds
since 1951 as evidence of the depth
and intensity of that devotion.
Recalling his visit to Israel as
the administration's official repre-
sentative at the funeral of Prime
Minister Eshkol three months ago.
Finch praised Israel's "sense of
dedication and commitment, and
its sense of adventure and crea-
' tivitv which can only be described
as joyousness."
WASHINGTON (JTA)—Israel ex-
pects to receive assistance from
the United States Export-Import
Bank that will cover 70 per cent
of the $35,000,000 cost of a new Boe-
. ing 747 jumbo jet and a Boeing 707
jet to be purchased by El Al, Is-
' rael's national airlines, according
to Zeev Sharef, Israel's minister of
finance, commerce and industry.
Sharef, who is visiting here, in-
dicated after talks with financial
authorities that the World Bank
may reinstate Israel as a nation
eligible for development loans.
Israel had been disqualified from
some forrins of international assist-
ance because its degree of devel-
opment was considered too advanc-
ed. Reinstatement will depend up-
on project plans.
The Israeli minister met with
Robert McNamara. president of
the World Bank. and with William
Sauer. first vice president of the
Export-Import Bank. He also met
with Secretary of the Treasury
David Kennedy and Secretary of
Commerce Maurice Stans.
El Al will open a second passen-
ger departure terminal at John F.
Kennedy International Airport on
June 22 to relieve the congestion
that is at its worst during the
summer tourist season. According
to Menahem Cohen. the airline's
vice president for North America.
the new terminal will offer a tem-
porary solution until .the Port of
New York Authority implements
plans to expand the international
arrivals and departure facilities at
the airport. Cohen said that El Al
transported 440.500 passengers in
1968 on its U.S.. European and
African route, a 42 per cent in-
crease over 1967.
