'Arabs Wouldn't Mind
Losing War if Israeli
Army Spread Thinner'

LONDON (ZINS)—Gavin Young,
correspondent for the London
Observer, who returned after six
months in Arab countries and in
Israel, said there exists a real
danger of renewed warfare.
His pessimistic evaluation of
conditions in the Middle East
stems from the many talks he had
with Arab leaders who are aware
that in a new war Israel would
occupy additional Arab territory.
However, Young asserts, the
Arabs are not concerned about
the loss of land. On the contrary
—many Arab leaders have told
him that the acquisition of new
territory by Israel would force the
latter to spread her military
forces along her expanded fron-
tiers, thus affording Arab guerril-
las an opportunity to widen the
scope of their activities. Other
Arab leaders, Young commented,
have assured him that despite
Israel's military strength, she
would be unable to conquer all of
Arab territory.
Enough space would remain
free, they told him, to serve as
bases from which they would be
able to conduct their guerrilla
attacks and bleed Israel to death
Prior to his visit in Israel
Young met with Nasser and Hus-
sein, both of whom are now raging
against Young—Nasser, because of
Young's articles on the student
demonstrations in Egypt, Hussein,
because of Young's disclosures
that the Jordanian ruler is ready
to relinquish the northern shore
of Jordan in exchange for peace
in the Middle East.

MOSCOW AND ISRAEL: Israel is a dirty word in the Soviet Union.

One can feel it the moment one sets foot on Soviet soil. Pick up a Soviet
publication—any Soviet publication in any language—and you inevitably
find there is a vitriolic article against Israel. The Soviet press, begin-
ning with Pravda and Izvestia in Moscow, to the smallest provincial
newspaper, does not get tired of its anti-Israel propaganda campaign.
Nor does the Soviet radio. Israel is presented as "the enemy" with
gusto.
It is, therefore, no wonder that Jews in the Soviet Union fear to
mention the word "Israel" even when talking among themselves. Non-
Jews avoid any discussion on the subject of Israel. A high Soviet
official, however, with whom I discussed various matters affecting
Jewish life in the Soviet Union, unexpectedly found himself involved in
a discussion with me on -the Soviet stand against Israel.
It all started when the official began to criticize American Jewry.
He received me as an American journalist and displayed particular
interest as to what I intended to • write about my visit to the Soviet
Union. "American Jews," he said, "are terribly anti-Soviet. They con-
duct a bitter campaign against us!"
This opened the door for me to raise, the sensitive subject of Soviet
treatment of Israel. "American Jews," I said, "have good reason to be
anti-Soviet. They lost 6,000,000 people in Europe under the Nazi regime,
and they do not want to lose 3,000,000 more Jews in Israel. The Arabs
are at war with Israel and your government is helping them. The Arabs
threaten to annihilate Israel and you send them modern weapons. You
also send them instructors to train them to do the job. Your newspapers
are full of venom against Israel and your radio does not miss the
slightest opportunity to poison the minds of the Soviet people against
Israel. Your diplomats at the United Nations deliver aggressive
speeches against Israel. Do you seriously expect the Jews in the United
States to like you for all this?"

SOVIET ARGUMENTS: The official was taken aback by the tone in
which I spoke. It was obvious that he realized that he had made a
tactical mistake by criticizing American Jewry and thereby giving me
the opportunity to start an aggressive discussion on Israel, in defense
of the anti-Soviet feelings among the Jews in the United States. He
knew that I would write about our conversation, and I knew that he

WASHINGTON — The American
Jewish Congress announced its
support of proposed regulations
that would permit welfare recipi-
ents to become eligible for federal
financial and medical aid on thier
own declaration, without investi-
gation.
"Our Jewish tradition teaches
that it is a public obligation to pro-
vide for the poor so as to enable
them to live in health and dignity,"
the AJC said in a statement filed
here with the Department of
Health, Education and Welfare.
Mandatory use of the declaration
method in determining eligibility
for assistance would accord wel-
fare recipients "a degree of respect
and dignity currently absent from
a frequently humiliating program,"
the Congress said.
