WASHINGTON—A warning that
the trend toward disengagement
and isolationism is subversive of
peace in the Near East was an-
nounced by Irving Kane of Cleve-
land, chairman of the American
Israel Public Affairs Committee,
at a luncheon in his honor at the
National Press Club here.
He said that those who "insist
on belligerence may be embolden-
ed to engage in new reckless ad-
ventures if there is no clear evid-

erated a campaign to revise and
reverse American policy there. He

"There are those who react in
panic, who fear that the Soviet

us sacrifice Israel to appease the
Arabs and wean them away from
the Russians. On the other hand,
there are those who are so dis-
tracted by the occasional flutter
of Soviet peace doves that they
ignore the reality of the hawk that
attacks and the vulture that con-
sumes. There are those who be-
lieve that in order to reach a de-
tente with the Soviet Union we
must appease the Russians at
Israel's expense and accept a
Soviet-American deal which would
impose a dictated peace with illu-
sory guarantees."

DES MOINES (JTA) — A United
Black Federation, created by lead-
ers of Des Moines' 11,000 Negroes
at the suggestion and with the aid
of Jewish leaders, continues to re-
ceive Jewish Federation help in
developing programs to cope with
the massive problems of the Negro
community, according to a report
by a Federation official.
The first project Of the Des Moines
Black Federation was an effort to
contact all Negro high school sen-
iors to determine what help they
needed to get additional schooling,
spokesman Gary Rubin told the re-
cent 37th General Assembly of the
Council of Jewish Federations and
Welfare Funds in Atlanta. To date,
he reported, the Negro group had
arranged for 39 part and full scho-
larships for students at two local
colleges and universities.
Members of the Jewish Federa-
tion executive and of the Federa-
tion's Community Relations Com-
mission meet regularly with Black
Federation leaders, Rubin report-
ed. Currently the Jewish and Ne-
gro leaders are drawing up a pro-
posal for a Ford Foundation grant.
