The first project Of the Des Moines Black Federation was an effort to contact all Negro high school sen- iors to determine what help they needed to get additional schooling, spokesman Gary Rubin told the re- cent 37th General Assembly of the Council of Jewish Federations and Welfare Funds in Atlanta. To date, he reported, the Negro group had arranged for 39 part and full scho- larships for students at two local colleges and universities.
