NEW YORK—A Jewish-initiated
interfaith and interracial effort is
under way in the Grand Concourse
section of the Bronx to end a threat
that the changing but still predom-
inantly white middle-class area
might suffer severe blight and a
mass exodus of white residents.
After widespread publicity in
1966 and 1967 to the effect that the
area, a long-time center of Jewish
life, was declining because of an
influx of Negroes and Puerto
Ricans, the American Jewish Con-
gress undertook a searching study
of the situation. The study, con-
ducted under the auspices of the
AJCongress commission on com-
munity relations, had the coopera-
tion of many Bronx social, civic,
religious and inter-racial groups.
The most surprising finding of
the study, directed by David Stol-
off, director of the AJCongress com-
mission, was that most of the re-
ports about the decay of the Grand

PHILADELPHIA (JTA) — Dis-
crimination against Jews and other
minority group members in execu-
tive employment should drop sub-
stantially in the next five to ten
years, two Jewish agencies pre-
dicted in a report on a successful
pilot effort to remove such bar-
riers among Philadelphia-based
corporations.
Since the program was initiated
two years ago by the Philadelphia
chapter of the American Jewish
Committee and the Philadelphia
Jewish Employment and Voca-
tional Service, a number of Phila-
delphia firms have substantially
broadened the hiring and promo-
tion of Jews, with more than 115
Jews having moved into man-
agerial positions and a "signifi-
cant number" promoted to higher
level positions, according to Leon
C. Sunstein Jr., chairman of the
executive suite programing com-
mittee of the two agencies, and
Benjamin S. Loewenstein, presi-
dent of the Jewish Occupational
Council.
They announced a $100,000 pro-
gram to broaden the effort in
Philadelphia and to extend it to
Los Angeles, Newark and Boston.

Concourse area were untrue. The
study found that 75 per cent of the
households in the area were made
up of non-Spanish-speaking whites.
About, 60 per cent of the whites are
Jews. Though there were concen-
trations of Negro and Puerto Rican
families in the area's southeast
section, white families were found
to be living in all parts of the
Grand Concourse. The Negro and
Puerto Rican residents were found
to be mainly small and stable fam-
ilies in the middle-income range.
The quality of housing and main-
tenance was found to be generally
very good, although there were a
large number of empty store-
fronts, which left' the casual ob-
server with the impression of wide-
spread blight. Landlord neglect,
and not tenant vandalism, was ap-
parently the main factor in such
housing deterioration as did exist.
The study found no evidence of
any mass exodus of long-time
residents. The apartment vacancy
rate was found to be less than 1
per cent. While crime rates were
found to be increasing, the rate of
increase was lower than that for
New York City or the Bronx as a
whole. ,The study concluded that
there was good reason to believe
that the area's white population
was over-reacting to Negro and
Puerto Rican occupancy and was
"needlessly in panic."
Five goals were•set in the study:
to restore confidence in the com-
munity, to organize the residents
for self-help, to deal with blight,
to relieve inter-group tensions and
to make police more accessible.

ceeded all expectations.
Its success to a large extent
stems from the ability of Israeli
agents to infiltrate the Arab ranks
which help the terrorists. Thus Is-
raeli security receives a constant
flow of valuable information about
the terrorists' plans, and is en-
abled to nip in the bud their con-
templated forays.
It is known that the guerrillas
have not yet succeeded in estab-
lishing bases in any of their former
territories.
Money and other inducements
persuade Arabs to cooperate with
the Israeli secret service. The ter-
rorists have killed a number of the
informers, and the murderers were

caught.
The "sources" believe, however,
that the success of the secret serv-
ice will not entirely stop the terror
in the occupied territory, or in the
adjoining I s r a e l i settlements.
Nevertheless, security continues to
improve its methods not only in
fighting the sabotage, but also
frustrating it in its planning stage.

LONDON — British Minister of
State Fred Mulley told the House
of Commons that any state
has the right to reject the presence
of a diplomat in the foreign corps.
In an obvious reference to Hor-
ace Philips a born Jew whom Saudi
Arabia accepted as ambassador
and later rejected, Mulley declared
that the Vienna Convention on Dip-
lomatic Relations provides that a
receiving government may at any
time and without explanation notify
the sending state that the head or
any member of the diplomatic mis-
sion is unacceptable •
